The approach of winter,th its hardships on the lower classes, is as usus producing a great Increase in crime nil over the country, and it is now absoletely unsafe to travel without very strong protectios. It is said that large numbers of men from the Imperial Army and Navy (no doubt defrauded by "squeering officials of most of their pay) are roaming about in bands of twenty or thirty, trying to make a living by malarious means; add when they happen to drop on a fat mandarin, o cannot help reflecting that they after all effectatica. This is good time for gun-mkernd ourcis of all kinds, as the officials have closed all the shrps of native dealers in arms-ostensibly, at any ra'e. But it would not be difficult, and would certainly be highly remunerative, to supply the people with many thousands or even millions of modern weapons; and no doubt there is a great trade in this line.

It is rumoured that the anti-foreign party, always powerful in China, is making fresh efforts for the total extinction of all foreigners to the Government employ, more especially in the Customs service. Of course, national prejudice Is the origin of all such attempts; but there is often a great deal of cause to complain gatuct the foreigners for real misdeeds. I know one case in which a German commissioner of custom made a tremendous bother about an English merchant landing two old sword bayonets, as samples of what he could supply to the Government; while, on the other hand, other firms were allowed to import and land machine guns, cannon, and ammunition without any trouble. Perhaps Chinese officials would would be worse, but Europeans nie by no means perfect or above suspicion.
Besides the Increase in crime, winter also natur ly leads to an increase in fires, come of which lately have been very destructive. The recent fire at Ningpo, which you would see reported in the papers, caured the loss of over three hundred lives in the temple, where a show was being given when the fire broke out. To- day as many as eight large fires are reported at various places, while of course there are many other fires of which we never here in this port However, as buildings in China usually do not run to so many storeys as in Europe, there are singularly few fatalities.

Redfield, Reid, Thor, and Paddington werd names to conjure with in the early days of storm-ralling; more especially Redfield and Piddington, who were both connected with the shipping industry. Redfield, an American' naval arcbllect, first evolved a law cut of what had hitherto been a tortuous tangle of somewhat crade and contradictory theories. He discovered that storms of the northern hemisphere were not a mere matter of chance, but subject to definite laws. The winds revolved around a calm central 1 space, while at the same time the whole whirl, now spoken of a cyclus Gap Rock moved bodily onward, Dr. Doberck is scarcely correct, however, in leading, his hearers to lafer that these originil investigators pinned their faith to the purely chicolar theory. They did nothing of the kind. A circle simple geometrical figure, and for this reason was chosen as a typo of the revolution. Given the circular whirl, and the navigator at once knew that the centre of the storm bore about eight points to his left when standing back to the wind in the northern hemisphere, and on bis right in the southern hemisphere. We use the term "about" advisedly, for the early cyclonologiats distinctly disclaimed any attempt to indicate absolało, certainty. Simplicity and convenience were always in their thoughts, loasmuch as they were well aware from practical experience that a ship in a cyclonic storm is not precisely similar to a cosy fireside en dry land. Dr. Meldrum, of the Mauritius Observatory, may be regarded as the principal exponent of the spiral theory, which is a kind of cross between the circular whirl of Redfield and the centripetal theory of Espy. Since then other investigators have not scrupled to add Temperat******* fresh complexity, until shipmaster of to-day scarcely knows whether the centre bears eight or fourteen points from him.
