JAPAN'S TREATỶ rights.

The following Bilis were prenamed the other day in the Japliere House of Représentatives — The Treaty Observance Regulations Bill, presented by Mr. Sassa Tomofusa and others. .

Art. I.-Foreigners possess no private rights (in this country) other than those specially con- ceded by treaty or law.

Art. II. Those (Įspanesɑ) who sell or trans- fer (to foreigners) the possession and use of land and booses, shares of commercial companies, tiana or registered marks, shall be condemned lease of mining lots, or patent rights to inven-
