number who have applied during the course o the year and of whom no record has been kept these we did not believe to be la real necessity, to help was at once refused them. S condly, to the majority of these 21 cases who have been misted, the Ladies' Benevolent Society has only supplemented by small suma the free or reduced passages given by the generosity of Yarion; shipowners nad steamship agents on our petition. These men were, so far as we were Able to discover, respectable and necessitous, they had a means of subsistence, could find no work and consequently were practically marving. In three cases the Government dealt with them as des itutes, but others were refused assistance even as vagrants and were reduced to sleeping ga benches in the street and begging rice at the Chinese shops. To save them from wordu courses and give them a chance of ladependenes again, we assisted those who could produce letters, with promise of employment in other ports, either in their passage money or with smail soms, on landing, but we should like to point out that in 33 cases the average spent on each man is only $6.92. In conclusion I ventura to commend to your notice that the total working expenses for the whole yeɔr are $14.50, and there fore, that all the money spent besides has beca in the relief of those in want and distress. (Applause)
His lordship-It must be to a certain extent matter of chance. I must follow the terms of the Ordinance. Mr. Sangster tells me there is no difference made in criminal cases, only in civil. I do not know really how far the jury list would allow of a difference being made, but certainly, If there is a very long case in which a jury is engaged, if the list admits of it, they cught to becom excused from serving for some time. I will look
into the matter.
