Mr. Justice CLARKE lost no time in commencing & cruando against abuses which had become a public scandal, and slowly but surely the work of reform has progressed. It can hardly be sald that the Augean stable has been thoroughly cleansed, or that crying evils in connection with the administration of Justice do not now exist; but an excellent start has been made, and Improvements in many respecti already patent. Shortly after his arriva! Mr. CzAxxx expressed great surprise that to recognised scale of costs existed; in drawing out bills of costs the solicitor charged whatever he thought proper, TOM SMITH'S CRACKERS. | subject of course to revision by the taxing master, so that a litigant was actually groping in the dark as to the financial responsibilities he was undertaking for legal assistance. There is no reason why the public should not have the prices of litigation in its several branches marked in plain figures like the goods in an ordinary store, and recognising the advantages of this system to litigants the Chief Justice has lately drafted affset of rules, under section 24 of The Supreme Court Ordinance, No. 12 of 1873, for the taxing of costs in the Summary Jurisdiction Court, which was revised and approved by the CONFECTIONERY Legislative Council on the 5th inst. and

Then a "strange thing happened," as Rider Haggard says; only that his books are full of noble deeds, while this was the reverse. When the appointment of the back-stairs favourite was notified to the Board, one member rose and protested against the und rhand way in which the new secretary had been flashed on them; in fact, he moved a vote of censure on the Government. Of course the official members of the Board did not rally round him very much; it goes equally without saying that he was not greatly assisted by the Chinese member, who is hardly as much use as a punkah member-the very same In a Siberian winter. There was one other man who s0 sternly and conscientiously condemned the canvassing business. He knew all about it, and what did he do? Sat and smirked, and twiddled his thumbs under the table!

Council Chamber, Hon keng... The value of the above scale of fees to litigants can scarcely be ever-estimated. and its publication, If It does nothing else, can only tend to make them think twice betoro risking 840 In costs to recover 810.50; 8203 to recover 851; 8596 to recover any amount over $200; and 8574 to recover anything between $500 and 1,000. Space will not permit us to-day to analyse the various charges adopted by Mr. FIELDING CLARKE and compare them with the costs previously allowed by the Registrar in similar cases, but as we are the happy possessor of an extensive and varied assortment of hills of costs, the result of a lengthy and somewhat expen- sive experience in the local law courts, we propose, when space and time permit, to publish a selection, of these Interesting documents for public information.
CANVASSING.
A szw days ago, when the applications for the post of acting Sanitary Superintendent and Secretary to the Sanitary Board had been sent in, and were supposed to be undergoing the process of impartial judg ment, one of the candidates approached an unofficial member of the Board, evidently labouring under the delusion that the appointment might possibly depend to some extent on that hybrid body's opinions. The candidate therefore pro- ceeded to ask the member's good offices In securing a fair judgment on his merits, but was cut short by the Representative of the People with a stern rebuke, based on the theory that "canvassing" for appointments is iniqui lous. The amount of righteous Indignation which was poured out by this fribunus populí was so great as to utterly crush the shrinking suppliant, who meekly begged pardon for the attempted outrage, and at once crawled back into his shell. Virtue triumphant,
