Phermenally big men and women have occasionally appeared in various parts of the earth, and several nations possess traduilons of Rigantic papir having atonetime inhabited their lands. The American continent seems to have been the place where big men abounded, for here are found many remains of human beings much larger than any of its present fababitants. At. Chancal, thirty miles north of Lima, Peru, very large human skulls were dug up only a few years ago by Dr. Le Plongean. Others have bren anesthed on the inised of Pans, in the Gulf of Guerrgail, at the entrance of the Guaya- gall Piver.
That bill, however, should not be passed in its present form. The business of ex mining should not be given to the Steamboat Inspection Service. Indeed, there should be a bill passed amending the law relating to that Servlet and confining it to dotles for the good performance of which it abould be clearly responsible. As the case now stande, several important duties are brought together under the management of one bureau, without a clear definition of their position, and without proper means for lasiulag their honest performance.

After a radical change in its make up and regulations, the Steamboat Inspection Service could do this work.
