IMMENSE quantities of artificial ice, says a writer to New York Sun, are new produced with agus ammonia by means of the absorption process, some of the most exqulaite specimens of modern machinery being employed in the manufactur- ing operations. For all practical purposes both Kwang-st and Kwel- chow are shut out from participailon in foreign trade, and Yunnan is only reached at great cost from Tobkin and from the Yangtze ports, whence goods are sent under transit pass, but the total volume of trade is exceedingly limited owing to distance and cost of transport.
Nan-ning-fa is a walled prefectural town also in Kwang-st, situated 163 miles farther up the West River, near where it forks into two sections, the smaller branch running south to Lung-chow near the borders of Tonklu, the larger one being navigable for small craft to Po-ngal, a frontier lekin station in Yunnan. The population of Nao-oing-fu is estimated at between and
30,000 40,000, and, although possessing few manu- facturies, the town is the seat of a considerable trade, which would be largely increased if it were to become an open port. There are intervening rapids on the river, but they are generally reported to be capable of navigation. It Is, however, Impossibla speak with any certainty on this point owing to the waat of accurate 10: formation, but the sources of intelligence open to the Chamber encourage the belief that the navigation would be practicable at all events in
the summer season.
Tsan-chow Fu, a considerable town slasted st the junction of the West River with the FA Ho, sa important tributary which runs into it from the north-west, would be likely to develop into a valuable way-port and distributing cenite, and In the winter season, when the water runi low, might also serve as the terminus of steamer navigation if vessels were unable to reach Nan Ding,
The advantages which would sccrue to foreign commerce generally, as well as to Hongkong by the opening to steam navigation of the West River and tributaries would certainly be very great. This Colony, situated as it is at the month of the Canton River, would not only be a lager distributing centre than it is now, but it would benefit greatly by the increased passenger traffic which would necessarily follow upon Increased facilities of transport.
the subscription and petition have, in fact, almost advertised the project. On these asser tions the Government organ bases a vicious attack on its old friend Mitchell-Innes, with a passing slant at several other persons who are usually worshipped by the morning oracle.
Well, it is all wrong. It is rather a pity, for our esteemed contemporary so rarely speaks out boldly that one would wish, by applause, to foster the growth of budding honesty; but the Dally Prear honesty is always of premature birth; fastead of being bold it is rash, reckless, and wrong-headed.
From careful and extensive, enquiries, in authoritative sources, we have ascertained beyond doubt that there has nevet- been any such subscription-list or petition cir- culated. There has been a little private talk among two or three people, vaguely discussing things in general; there were one or two private
hits; a certain scion of locals nobility magnani- mously offered to donate of his abundance in the cause of charity, and at his request two other men were induced in good-natured contempt 10 promise cumshaws but there was absolutely no such thing as publicity about the matter. It was only suggested, vaguely and evenly, as we stated a week ago. Possibly some people would have been foolish enough to challenge public opinion, if we had said nothing; but after it was plainly shown which way the wind blew, the promoters of the subscription drew in their hores with a snap, and dropped like a hot poker any dream they might ever have had about a well- tion. Is this they showed their sense-better late than never.
It is therefore entirely untrue to say that a Aubscription or petition for Mr. Mitchell-Innes, thelally defunct, is on foot. It was in dream- land, in the hixy terra incognito, called by courtesy the brains," of one or two of Mitchell. The opening up of the West River would also be of great advantage to the Chinese population in the neighbourhood. It would secure to the Chinace Government increased revenge through the Custom Houses in the several districts through which the river passes, it would give an impulse to island production by bringing pro- duce within reach of a market, and it would augment and enrich the population of the vil ages and towns throughout the route. Ad- other consideration, and one that ought, in the opinion of the Chamber of Commerce, to weigh with the Chinese Govcrament, is that steam navigation on the West River would minimize the danger of famine in Kwang-si by rendering succour possible. The Provincial Governments do not generally receive the Customs revenues collected at their maritime ports and have to impose landward dues in order to raise funds for various and local objects. This is done in an arbitrary manner and foreign goods under "transit passes" are no longer exempted from these Imports. To such an extent is this now the case that transit passes have become a dead-letter, and Treaty obligations in respect to them are entirely Ignored in most parts of Kwangtung. The effect upon foreign trade la serious, as there is no security from the most extrageous exactions, and at the present time transit passes are hardly applied for owing to the threats of violence and confiscation of goods which are meted out to native traders. In the opinion of this Chamber the opening of the West River to steam naviga
on would remove, or at all events modify, throughout the route the onerous fein imposts. Such an occasion should be seized to bring about a re-adjustment of the transit pass privi leges which have ceased to be observed, and a removal of all those hindrances to the free development of enterprise among a people by nature so industrious and so disposed to com- mercial adventure.
The development of the trade at the Yangisze ports and the stimulus given to industry and commerce since the Great River was opened to the Treaty Powers afford some criterion of what may be expected if the riverine ports in Kwanglung and Kwang-l are brought within reach of the outside world.
