After the chosen seven had been sworn, Mr. Morris stand that it was entirely wrong o suppose that he had any interest one way or the other.

His lordship:-There is no licence leaned here to carry from another part; there is a licence to fit out.
Waness did not know of licences to fit out- not to the Secretariat. In 1891 the Independant had got a lfcoace, on Nov, gib, to carry coolies from Hongkong to Mauritius, and another on the sath May, for Singapore; no other. The Amigo tu 1891 got a licence on the 18th April, an ordinary licence; no other. In 1890, the imigo had got no licence. All licences signed by the Governor must pass through, the hands of witness.
Reexamined :-All the licences for emigration he had seen were to go to British coloples,
Frederick Breitung, captain of the - Telartos, said his vessel anived in Hongkong on the 15th July, from Salgas, with rice and passengers. His lordship thought the question might be resonably necessary.
Mr. Francis :—Yes, it might if evidence had brea first given of these particular things by the officers who foued them-If the case had been conducted in a rational way; but to commence with Captain Breftung, without having any evidence of what the officers found on arresting the ship, I submit is wholly irregular.
His lordship suggested that the Crown might recall the witness after other evidence; or the Court might put any questions to him.
At the request of the Attorney-General, his lordship asked the witness whether he had seen any ble ladders on the ship.
Mr. Francis:What knowledge has the Court to enable it to ask that ?
His
lordship I have been asked by the Attorney-General to put the question and I think it is reasonable enough.
Mr. Francis:-1 object, on the ground that the Court has no jedicial knowledge whatever of any ladders in this case.
His lordship :-That is exactly why I put the question. I wish to know !
Mr. Francis :-There is a legitimate way' of doing it; but this is not legitimate,
His lordship :—I propose to put the question, Mr. Francia; I have noted your objection..
Witness, then stated that he had seen eight spare passenger ladders on board, which he described.
The Attorney General:-Well, you see, you id you could not remember anything more than what you first said, but now you remember the ladders. Can you remember anything else? Witness --Well, if you will give the thing a nime I might remember whether I saw it or
not,

Witness then stuled that he signed a charter with Giallo Benavides at Macao on the 19th June, for the Compania Metropolitana, file Janelec, Brazil. The price was $8,000 month, charterers to supply not know of any passengers' food. Witness did coolies to be taken by the starter to Singapore when she was arrested on the point of sailings then to Macao. He was to receive orders at he believed she might be sent to Bangkok, and Singapore. He made a detailed statement to Mr. Master, solicitor; but that was because he was taken unawares, lo a most unfair way; he thought he was in the office of Mr. Deacon, solicitor for the owners, and was telling him.
Mr. Franci:-I think he is fairly entitled us complain. He was inveigled into making a statement be would not have made if he had known where he was.

Cross-examlaed:-He did not know any reason why the Tetarios should not be allowed to have a certificate for carrying coolles during long royages, if application had been duly made. After getting the certificate, the ship would also- have to get a certificate from the witness, as emigration officer, reporting that she was pro- perly fitted, equipped, and manned for such. service,
His lordship, referring to the Ordinance, meant "any ship leaving any port of Hongkong. found that a "Chinese passenger ship" there or any British his leaving any part in Chlaz, with more than so passengers.”
Witness stated that there were several things about the Telartos when he went on board which he would not expect to find except on a ship taking a large number of coolles on a long voyage="bo¬by" hatches" banks, and other things. He knew of nothing to prevent the Tetortos getting a proper emigration licence the oxual course was to apply to him, producing Board of Trade certificate; be. would then for ward to the Governor, if he knew of no razon against it ; then a pastenger certificate would be isaned, and the vessel would at once he subject. to Inspection by the Emigration Officer, who would then have to see that all the regulations: were carried out. The procedure for vessels taking coolles from other ports were different from those for Hongkong. The Telartos wan not arrested on the information of witness, but he had been told on whose it was—
Mr. Francis:-Ön whose ? The Allarney-General objected. His ierdship thought the question was hardly proper,

He did not remember having told Wieler & Co, about the end of 1890, in course of correspondence about the Amigo going to Mexico from Macao with cooller, that the Hongkong Government would not interfere

any case of emigration in a foreign ship from another port, as long as the ship was not actually fitted up in the waters of this Colony. If he had a copy at the Harbour Office, but he had not the written any such letter there would probably be least idea of ever having written so; he had some recollection of the Amigo correspondence, and bad a very distinct belief he repiled that the Government refused to grant the licence fortha Amige applied for on Mr. Vegel's behalf. How. ever, the letters could probably be abisined now.
