Polind in 1793 was nearing its end as un independent State, Russia, under various pre texts, had gradually made its way into the king dom, and that year a second partition treaty of
the possessions of Poland was sigued. The people saw their country being gradually absor bed by their pawerfal neighbours on all sides, and were unable to do anything to stem the ilde of national disaster. It was only two years before the time when the last Ktag of Poland, Stanislaus II, was to give up the crown and the end was foreshadowed.
In 1793 the outside world" first learned something definite regarding the Chinese We do not know very much now, Empire. bat a hundred Years Ego people knew absolutely nothing. Earl Macartney arrived in Peking In September, at the head of an English embassy. He was received by the Emperor and then requested to depart, which he wladly did in October. It must have been very difficult to find out the little that they did, for the Chinese never cared for foreigners any more than we care for the Cbloese now. That year, however, when China showed her exclusiveness and gave no desire to be enlightened, Williams' College was founded at Williamstown, Mass. In 1793 the great Congress of Antwerp was held in that City, and fo Haytl the biacks, following the Chinese exclusiveness, sot rid of nearly all the whites on the island by killing them.
Other notable things occurred in that year, but they are not easily recalled or refered to. The world was not so busy then as it is now, dally newspapers were few and far between, while the methods of communication were very bad. There was but a poor attendance at the Kowloon Rifle Range en Saturday aftemoon, only eight marksmen competing for the Long Range Cup. The conditions were as usual-ten shots each at seven and eight hundred yards sespectively, with handicap allowances. Sergt. Major Liddle, who had twice previously won the trophy, headed the list at the shorter range, by piling up 45 in capital form, closely followed Lieut-Col, ferrard with 41. I bave just learned some additional particulars olour gallant Admiral's recent expedition against the people of Pan Too, welch facident I touched on in my last.
Pan 1 co is a decent sized town of from 10,000 to 15.00 lababitants and is situated on the sea coast between the Tang On and Chlang Poa districts. The people of the neighbourhood have been accused of many and various crimes, including piracy, Incendiarium, high-way robbery and generai brigandage. A large number of them, however, are thrilly and thriving many of them are even well-to-do, and the town can boast the possession of a few Yuen Wies.
Pan Too has apparently been under the obser vation of the Amoy officials for some time, for

From up-county we hear the Pribe bas burst Its banks at He-hu-ws and Poo-koo, and that communleation with Peking is stopped. Tung- chow I completely surrounded by water, which ought to mean that Peklog is similarly bituated. Word has alte come that the Grand Canal has burst its banks at Yang Ling- ching and that its water is loading the plains in the west of Tientsin. The Racecourse is flooded, but no report bas reached us of the river having burst its banks below here. Neliber has there been any report of a breach in the banks of the Yellow River, but these very heavy freabets tell their own tale. Dur Chinese neighbours are naturally very anxious on account of the floods.
The godown owned by Mets's. Mandl & Co. on the Bund has been levelled and the ground converted into a tennis-lawn on which Mr. H. Mand), and his friends may be seen disporting themselves any evening at this healthy game.
