THE PAKNAM AFFA’R.

THE FRENCH STORY,

The Progrès de Saigon of July 15th says :— In defiance of the treaty walch authorises French ships of war to enter the Menam River, the Inconstant and the Comète were attacked last night, without any warning, by the forts st Pakham and six, vessels of the Siamese Navy, The French ships forced the passage and went right up to Bangkok in retaliation. The loss on the French side was two killed and three

wounded.

Article 15 of the Franco-Siamese Treaty of 15th August, 1856, says distinctly :—

French ships of war may enter the river and anchor at Pakham; but they must norify the Slamese authorities before going up to Bangkok, and must consult with them as to the selection of

berth where they may anchor."

The treaty thus gives a clear right to French warships to go up to Bangkok, with the single condition that the Siamese authoritles must first ba notified in order to arrange for berthing. The Slamere Government in this case bad been notified eight days previously,
