The Henam got here a few minutes before mid-day, bringing about 130 passengers, who will return at 11 p.m. On account of the inclemency of the weather the Kermasse committee asked for and obtained a postponement of part of the Festival of St. Anthony, which was therefore brought to a close, for the time being, after High Mass in the morning. The evening service and procession will be held (weather permitting) next Sunday (25th June), when an effort will be made to induce the Hongkong, Canton and Macao Steamboat Compay to run another excursion steamer. There will be, besides the procession, the Kermesse got up by the Canossian Sisters; and as the moon will then be nearly at full, the evening will be much pleasanter.

THE GOVERNOR OF THE STRAITS.
At the end of August Sir Cecil Clementi Smith will go home upon half-pay leave, and he will not reter. His Excellency's term of office does not explia until the "oth of October, nor is it | very usual for a governor to leave a colony finally before his last day of office. The present arrangement has been made solely from the point of view of Sir Cecil's health and the health of his family. He has had no long leave for ten years and big Inst opportunity face cold weather was in the year 1883. Therefore had bis departure been posipened unt the 20th of October, he would have arrived in England at a period of the year which would have been exceedingly unsulted to a man who has spent the last thirty years of his life in tropical climates. For that reason Sir Ceell has thought it proper to obtain permission to go on half-pay leave for some six weeks prior to the expiration of his com- mission, the purpose being that he shall arrive In England in autume weather. That is a most reasonable and Indeed a' necessary precaution. Nor indeed is there any reason why he should be asked to serve out the last few weeks of bis tenure of office. Mr. Maxwell, the Colonial Secretary, will arrive in the colony before the end of July, presumably refreshed and lavigorated by an English early summer; and Mr.
Maxwell is fally competent, and no, d:ult willing, to act as administrator until the new Gover arrives. It only remains to express the hope that, sniring is England at the end of September, his Excellency, by the bracing fresh- ness of October, may be toned to meet the severity of the winter in the northern county where he proposes to reside.
