Thirty-two Melbourne publicans, according to the records of a commercial agency, were formerly policemen. Their average service was about eight years, and the average prices paid for their serpective pubs, came to £475.

The chairman of the Standard Bank maintains, like all ether chairmen that his bank is thoroughly solvent, and adds, in a warning tone, | titat ilquidation would surely prove disastrous to depositon." Now, what" is tolvency-lo a bask?

It is stated, on what appears reliable authority, that one Melbourne firm has a £350,000 over- draft with a lately-suspended big bank. If this, and other stories of a like kid, are true, pa won der a member of said firm so generously "failed around" thr bank in its adversity.

Fabhl Davis, of Sydney, pubildly lectures that there is no material Heilfen't there, by Heavens 1" shrlek the insurance-companies to charos. There li plenty of material hell when the smiling kentleman from Poland, with the big dlmond on his finger, gets a policy over bir

Always think hard when a mine advertises that "a well-known citizen tested, for curiosity's sake, a piece of stone from the lowest levels of your mine." These assays always go from 4 to 30 ors. Good mines don't need such booming. The mine managers on a big fald sever give shareholders this sort of stuff, The "fancy business" always comes from the office.

When the bank scare was at its worst, badly any of the passengers per Engilah mail steamers lock dialis with them.

Almost every man humped is little pile, on board in, solid gold, and hid it carefully to bla buok. They were all haunted by the fear that they would arrive to find the bank gone amash, and the draft unnegotiable, and themselver vagrants in strange land.

The real wife of an ex-song-and-dance man, who has long figured In Australla as a mose or less successful mileg plunger, has arrived from abroad in quest of her roaming lord; he, having had news of her approach, cleared out with his newer love for parts unknown. But the real wife has not yet been discomfited. Her local presence effectually blocks some of the fagitive's pet mining plans,

60-leaving £400 wages due to the working hands. Then the princely manager went Insolvent, but he was given a clean discharge and a banquet, for having been the means of Introduclog so much capital lato the place! Next, a firm that had been the manager for giving creditor" for £80 went insolvent also.. And there are said to be more to follow. Thus goes the gallant gume of "we'll all go smash.”

The re-construction idea has introduced a now era in Asitrallan banking. In former days the bank that got into trouble made a cal! on fis shareholders, but now it makes a call on its cre- ditora Instead. The A.J.S.scheme has since been so far modifed that the present shareholders are to put up £460,000, or about one-fourth-Instead of one-eighth--the smoant supplied by the depo. altors, andthe latter may, under certain circum. stances, yet the same dividend as the ordinary shareholder, but even with these mod fications the institution is about 16 times better off because It stopped payment than it would be if it hadn't stopped. It gets by force, in his partially. ruined state, bearly a million and a half of capital on cheaper terms than a sound hank could get it in the open market, and it stayes off Its creditors for a long term of years with- out any extra payment for the accommoda- Hon. Truly it is a bleated thing to be a re-constructed bank. And yet somebody-pro- bably a shareholder or possibly a dligulsed director-actually writes to the Daily Telegraph pointing out that the depositors should be joyful with an exceeding great joy because they are not charged anything for goodwill! They areonly shoved by malo force lato a semi-insolvent com pany and haven't to pay, a premium for the privilege. Which is much the same as being thrown overboard in a storm without bilog charged any rent for the use of the ocean,

A few ideas from Canada for Australian polid- clans to consider when they begin to reform the local banking laws. In Canada no bank can start business with less than £100,000 capital, and it has to deposit £50,000 with the Treasury EK SOMG MGLSure of security for its creditors. It is not allowed to pay more than eight per cent. to its shareholders until it bas accumulated Mr. reserve-fond of not less than one-third its pald-up capital. Its note luge must not exceed the smount of the capital actually remaining and available after all lossen are deducted, and a sum equal to five per cent. of the note-issue must be deposited with the Treasury as security for note holders. No bank is allowed to lend money on its own shares or on those of any other bark, or on land, and it cannot hold any real estate except for its own use-longer than seven years. Consequently, the Canadian bank never gets mil its alleged capital and reserves invested in ansaleable land at boom prices. Monthly returns must be applied to the Government, and if the Government feels suspicious about time. No institution which hasn't fulfilled alt anything it can call for special returns at any

the above conditions is permitted to call itself a "back."' Also, every bank is compelled to keep at least 40 per cent of its cash resources, in Goverment notes, T-é Government notes in circulation amount to £4,000,000, against which the Trissur holds about 800,000 in gold, consequently the State has a perpetual loan of £3,200,000 without interest. In Australia, it is the private bankers who get the aforesaid loan, They also "get a loan" of the public.
