A HOME paper states that the scientific pre- dictions of a recurrence of cholera on the Con- tinent of Europe are fast becoming verified. It is reported that in Russia, the chief stronghold of the disense laat automo, it has shown itself at Nljal-Novgorod, Oreland, and Yaroslav. The province of Kieff has been aitacked, whilst Mos- cow, Astrakan, and Central Russia generally have been alarmed by the resppearance of the disease. In Germany too, several local manifestations of cholers seem to indicate the saturation of the soll and the pollation of water supplies as ike result of last year's visitation. Several of the French ports, notably Marseiller, exhibit auch a prisis- tence of local losanitary conditions as to give 'grounds for apprehending the chronic establish- ment of cholera there. '

THERE must be many who will regret to learn of the sudden death of Capt. William Houghton, at Kobe, on the arat alt. He was a wellknows pilot and was highly esteemed by all who visited the port, and bore a high reputation. He was born at Yarmouth, and was 41 years of age. His widow and three children are left practically abprovided for, and a subscription his been opened on their behalf. Lists will be found at Lane, Crawford and Co's, Falconer's, Gauppy, and at the British Mercantile Marine Officers Association rooms.

THE WATER SUPPLY. TO THE EDITOR OF THE "HoMuzona Tulagrare," SIR,-Notwithstanding your persistent and praisewortby efforts to stir the Water Authority and his subordinates to a full sense of their duties in connection with our water system, and the abundant fall of rain that has occurred, is it not too provoking that many houses in this neighbourhood should still be without water? Such is the case, however, and I am fully deter mined to take legal advice as to whether I can be forced to pay water rates for all the months I have been cut off. For the information of those concerned (and from them I demand full redress of this Imitating grievänce) I attack my address.

The Herald's Panama correspondent_cables: Ex-Dictator Fierola of Peru is still in Panam watching for an opportunity to return to that country and engage ance more in the manage- ment of its politics. He has sent agents to Peru to Inaugurate his campaign for the Pre- sidency. The election does not take place untit April, 1894, however, and it is believed that Pierola is really preparing to attack and over throw President Morales Bermudez before the expiration of his legal term. He is being closely watched here by detectives.

Although the election will not take place for more than a year the party fenders in Peru are already organising for the struggle. General Caceres is the official candidate to succeed Dr. Bermudez. Dr. Canevaro in the candidate of the Civilste party and Plerola is the man favored by the Democratic party, which has a better organization, but its leaders are waiting the coming of Pierola. It would be unsafe for that. gentleman to return now unless he goes at the head of an army. In many quarters it la bea Heved that he is really preparing for some such sensational return to the Innd over which be anca roled.

Pierola is a druntless soldier; an able states. man and a great agitator. It is believed by his followers that he is the only man who would be able to deal successfully with Chile in October, when the settlement of the war claims, growing out of the struggle of ten years ago, will have to be made. Peru must then definitely at- Bounce whether she intends to pay the millions indemnity demanded by Chile, for the payment of which she still holds the provinces of Arica and Tacna. Until the war debt is paid Peru cannot regain possession of these provinces with their rich mines and great sources of revenue.

Meanwhile it has been announced that Cblio intends to exact from Bolivia the payment of $1.000.000 out of the $14,000,000 involved in the Dryfus claim. In exchange for this payment Chille will cede to Bolivia the Feruvian provinces of Tacna and Arica, but will retain possession of the provinces captured from Bolivis during
