CALCUTTA, March 23rd.-
The Financial Statement was presented, to Council to-day. The accounts for 1891-92 closed with a surplus of Rx. 467,000; the revised estimate for 1892-93 show a deficit of Rs. 1,081,000; the budget for 1893-94 show a deficit of R. 1,595,100. Regarding the loss by exchange, it is explained that, although the Government was most unwilling to budget for the deficit, it was considered inexpedient to take mea mures for the restoration of the financial equili- bulum until the Home Government have received a report of Lord Herschell's Committee and have given a decision on the Indian Cur rency Question. It is shown that any measures which could be adopted now must be inadequate or unnecessary, and it is stated that the decision on the currency question cannot be much longer delayed. Sir D." Barbour appeals to all who have taken any part in the dispute on the currency question to put aside personal feeling, and to accept whatever decision may now be given, and to endeavour loyally to carry it into effect. He is willing to take this course himself, though he still prefers settlement by laternational agreement, and hopes, if possible, to secure it at diffenities he repeats his former opinion that some future time. Notwithstanding the present the resources of India are adequate to her wants, but on condition that the measures of the Government of India were taken in good time and regulated by prudence and forethought and carried into effect with strict regard to economy. It is expected that a loan of three crores will be Eraised in India this year, but no pledge is given.
