WOMEN IN HONGKONG. THERE is one feature of Hongkong which appears to call for public consideration and candid criticism, since it constantly forces itself on the attention of all individual residents and--even more-visitors, with as much prominence as Victoria Peak Itself; quite as bare and uncompromising, quite

as easy to remove-namely, the undesirable female population.

This is a subject which, for some are

reason, is not often openly discussed........ probably from the optimistic ostrich's notion that what is not boldly faced does not exist. But the women do exist, to an extent which startles strangers and renders permanent residents, after a little time, lamentably callous,

Of this number nearly one half are missionaries, while 345 are "unclassified." It is a proud show for the United States! Chief exports, from the U.S. to China, missionaries and women "unclassifed." To this source may be traced more injury to public welfare, than gambling, or drink, or any thing else; though as a rule the records of bankruptcy courts do not state half or in fact any of the truth in this respect. But everybody knows.

Undoubtedly it is a great and glaring evil; it cannot be abolished; it will not allow itself to be ignored. Then It must

And, since it must be brought under Government supervision, why not penallee it? Why not impose heavy licence fees? There is already a system of licensing houses for the sale of drink; yet there is not a brothel in the Colony to which Europasus go without breaking the licensing laws. Why should this class of business have such immunity? It is exactly this unlicensed drink selling in brothels that leads to most police-court cases. Yet no effort seem to be made to check it. Let the illicit quor trade be suppressed, and let unlicensed prostitution also be suppressed as it is among Chinese already, on the good old English principle of one law for all women of this character be compelled the poor and another for the rich. Let to pay heavy fees or shut up their business; and let the police have strict instructions to do what they can to check this nuisance.
