MR. O'BRIEN'S FIGURES.

On Wednesday last the Colonial Secre- tary said in the Legislative Council thật not one of the facts, figures, or arguments adduced by him in his great "Christy Minstrel speech of November 30th had been assalled or contradicted, nor had even an attempt been made to dispute the soundness of his position. Further, he asserted that his statements had been strengthened by the report of the Com missioner of Customs for Kowloon, which showed a great Increase in the volume of trade. Now, in the first place it was not true that his speech stood unchallenged. Of course, nobody denies that he quoted the figures correctly-s parrot could do that, with just as humorous effects; but his figures had nothing to do with the' case. We have over and over again in these columns proved this plainly enough even for a man of the average Govern. ment ability to understand. The Imperial Federation League has proposed the establishment of a permanent colonial council on defences, with power to supervise the expen- diture on the defences of the various colonies, and to consult on foreign affairs. The proposat Is that the groups of self-governing colonies shall baye direct representation on the council, and that the Crown colonies shall be indirectly represent ed. The league also suggests an immediate conference on trade and finance.

It is proposed that the council on colonial defences shall include the Secretaries of Stata for the Colonies, India, War, and Foreign Affairs, 3the Chancellor of the Exchequer, the First, Lord

of the Admiralty, and delegates from the Aus tralasian colontes, Africa and Canada. The proposed council will fix the contributions to be paid by the various colonies towards a common defence fund, and will. ultimately allocate the special sources of revenge. The Imperial 6 Federation League hopes the Imperial Gover

ment will take steps to initiate the scheme, possibly by appointing a commission on the question.
