Hon. C. P. Chater—I have listened with very interest to the remarks of the hon. Colonial Secretary and there are one of two points which I should like to address the Council upan. The first one is the statement, in his speech to the effect that, the salaries of the officials having ben decided upon by the Secretary of State the "fficials were not going to reduce their salaries until the Secretary of State decided otherwise. A secard or two previous to the speech of the bon. Colonial Secretory the han, member who represents the Chamber of Commerce zund out the very wards of Lord Knutsford, wherein he distinctly states that the salaries were rated on the understanding that they should be reconsidered year by year, that they should be reconsidered at the end of each year for the following year. contend that is ex ctly what we have been dolar. I contend that at the meeting of the Finance Committee these salailes were reconsid- ered and the majority in that Finance Committee decided that they should be reduced. The next point sir, that I would like to refer to is with regard to what the bon Colonial Secretary bas suld az to the fature of the colony. He bas to'd as that the shipping of the port has increased and will probably eclipse anything which hitherto has been the case here. He has farthermore gone into many details and drawn a very rosy pĺč1ure Indeed of the prospects of this colony. No man, I am sure, would be better plea ad then I to see that pleure reflised, but at the same time I look upon the facts and figures. He has given us a large number of figures and I have not been able to fllow them up as closely as I should like, but I take what he has given us in the draft estimates for 1893, and I will first deal with the revenue. There the revenue for 1891 is given a $2.015,000, fr 1993 $1982,000- decided falling off-and that of 1993 4 estimated at $1.906 000. Upon these Bgures I say that the revenue since 1991 has fallen off. But I go further, sir. The figures given for 1893 of $1,906'000 are merely an estimate. He has taken the trouble to say that it is a very true estimate, as true as can be--
