Our Bangkok contempiary of the 29th ultimo contains the following report of the manner in which law costs are tax d in the Land of the White Elephant.

In H. B. M. Consular Court on Wednesday the plaintiff's hill of costs in the libel case. Pog v. The Bangkià Times, esme before Mr. French far taxation. Mr. E B. Michell, for the plein tiff, and Mr. Tilke, for the defendant, were present. The bill amounted to $193 40, and Included s $30 r retniner $35 for drafting the petition, $31.60 for Count fees, $25.10 fr forers fees, $te for advising on evidence, $25 for attending the heuing, etc.
Mr. Tilleke ebjected at the outret to the charge for Comt fees-they could only be charged to defendant in proportion to the amount awarded to the plaintif

Mr. Tilleke -The role in all cases is that the casts shall be granted on the same scale on which judgment is given.
Mr. Michell-Yes, after the hearing | when, we knew what the jury gave us we put the costs on the lowest scale.
Mr. Tilleke printed out that the plaintif could not recover his Court fees simply because he happened to have paid them...
Mr. Michell agreed that was what made it so hard on the plaintif. In other cares far heavier damages had been awarded in proportion to the offence. Besides, the Court had power "toʻgrant-ex-ra-f-es for long-bearings--

Ia a letter which is appended to this article, Cantain Cread, who commanded the Fushun calls attention to the very unsatisfactory state of the law on this subj•ct, and to the need for Its Improvement. Oftble there can be no doubt. While the Articles stand as they are, it will always be assumed that a whistle beard in a fog tadi. cates that the vessel using it is under way, and moving, or liable to move; while the bell indi- cates that the anchor is down. Unfortunately a hell cannot be beard far to windward, if ladeed can be heard even in the vessel's own length, and then such a sollision as the one we are dealing with cerurs. It is of litle use to tell captains that they may be xonerated by Article 23 and 24 for using their whistle while at anchor; their experience teaches them to reckon on the punitive, rather than on the extenuating, Articles of the Regulations; and they dare not Jeopardise their owners' property by making what may turn out to be a false move. What is required is an additional danger-signal for vessels at anchor in logs-something stronger than a bell, and different from a whistle. It aught not to be impossible to find some ready process by which a series of detonitions conid be made to supplement the bell, but anything would be better than introducing the whistle, a5 that would be sure to lend to confusion. At pre- sent there are four ways in which the whistle is used. One blast indicating porting ; two blasts, starboarding; three blasts, going astera; and a prolonged blast, often repeated, as a general warning from a vessel steaming in fog. It has been suggested that an unlimited series of short

TO THE EDITOR CF "FAIRPLAY," SIR-Im advised by a friend to forward to youpapers(North China Daily News) containing the account of a collliion between two steamers, Peking and Fuskun, and the judgment. It is a case that shows only too clearly that the "Rule of the Road" for shipping requires altering and should be made more definite. Article 12 says;- at anchor abips aball ring the bell. Articles a and 24 Imply that a min must use all means to arold damage; men don't like to take the responsibility of acting contrary to No. 13.
In 1889 there was a conference at Washington and delegates from all markime powers met to consider the "Rule of the Road" many rules were altered but none made law.
