Our correspondent doubtless means well, but we are of opinion that he is entirely unac quainted with the subject on which he writes, The Ught-boose on Waglan Island is being put up by the Chinese Government ; the light dues charged in Hongkong harbour--the only tax on shipping in 'the colony-is, always ex- cepting the Canton river steamers, ridiculously small compared with other great commercial ports, and, especially as regarde foreign_ships; might with advantage and ought to be con. siderably increased. Any surplus of the light dues would, it is only reasonable to assume, be alilled to help in defraying the current Expenditure of the colony-Ed., Hongkong Telegraph
