CO-OPERATIVE FISHERMEN.

Among the laland people of the Eastéro vena a system of co-operation is in vogue, which can be traced back for centuries. On these lalande are communlites which vary in numbers from Billy to five thousand souls." They aço governed by bead men, according to what Sir Henry Maine calls the patria potestas la kle' famous History of Village Communities.

Like all fishing communities, they are not so far advanced in civilization as their agricultural neighbors on the mainland. Education, to quote the Irish bull, is conspicuous by its absence and the level of intelligence is rather low. On the other hand, they are brave, affectionate, generous and moral. They bear a vague resemblance to similar communities en Scottish Islands, New foundland and the Eastern coast of Massachusetts. The islands are small and rocky and adapted to neither grezing nor agriculture, The islanders make the most of their opportunities and from a small surface of fertile land raise large crops: of fruit and vegetables. · · Like-other Oriental come munities, they cultivate the chicken, dock and pigeon, and in many instances the pig and gost. In the Pescadores they bare rude manufactores of dolls, toys and jorses._ In the Loo-choos, they turn out very fele twine and seines. In the farger Japanese túlands, they produce many valuable food-substances; while In the Spanish East Indies they do a large though not lucrative business in copra, coconuts, tortoiseshell and nalive woods.'

prosperity. Thus in the Pescadores and Haltan Straits, which belong to the former rather than the latter class, the people de-pite their thrift have been able to accomplate little or nothing On the other hand there are fishing villages near Amoy, Foochow and Hongkong where the citizens are so well to do as to pay a handsome som.every year to the collectors of Ilkin and other taxes.

These people as a class' ate hardy, healthy

and bapoy. They are very moral, and under their curfons en-operative system of tolling and living form communities that will bear comparison with any other on the earth. They are respected. by their neighbors, their government and by all the navigators who cross their waters. In race they vary from Malay to Mongol, but are in the main of mixed blood. Altogether they make an attractive and interestin fature in the Industria! Ife of the East. To the student of anthropology, they are undoubtedly survivals from that long gone age in which the clan was everything and the individual pathing, when property was owned In common and fetishism was the sole religion, Existing conditions-are-as favorable to them as ever before if not more. It is therefore very probable that they will remain just as they are to-day for generations and it may be centuries

yet to come.

The fact was that John did not reckon as the

Hongs, but the price of the Britlab_marufic. ture:l goods whic he gave in barier for the tea, placutward frights, the enormnus expenses of his home and Chioa einblishments, and an artificial-ngo on the tael. All this was legiti. mure enough from this point of view, but as for the Bish trascinum, the "loading" simply represe, let the cast, f John's monopoly to him. And nobody could send a ship from either England of Idia to China without special license from John-which he was by no means ready to grant, even on onerous terms.

Wen his monopny was encelled, Lond Napler was sent out, "s, Chi Commissioner to maintain direct communletters hetween the British and Chinese Givernments. He went Arst to the old Portugues: seulement at Macao, where Camoens had pined and themed, and then to Canton. Be instand of a welcome, he received the old shoulder, and when he at- tempted to push St. Convay of frigates up the

Thus the ousting of john (with all his faults) was the signat for war. It did not last long, but a condrion of the re-opening of trad: was that the Chief Commissioner should be lested in M cavinstead of in Cantor-i step backward in deference to Chinese ni usics.

There are many wealthy families in Great Britain at the day who awe their fortunes to the profits of eplota-amoggling in the early part of the present century. THE END OF MONOPOLY.

If Marco Polo was the first European traveller to enter the capital of Far Catbay, there was no lack of embassies after him, all with a view to ade. The fabled riches of the country made every European nation of commercial Importance extremely anxious to open up direct relations with the Celestial Empire, but nong of them had much success, - Indeed, when John Company effected a footing in Chius, he had the field pretty much to himself. The Russians were excluded from Canton and the coast because of the privilege they had to the overland trade.

Both the French and the Dutch, and later on the Dases and the Swedes, went occasionally to Canton, but they did not succeed in doleg much business. The Americans were more successful, and began in 1814 to work up an extensive trade, of which we shall have more to

say presently.

Down to 1834 the East India Company main. tained a practical monopoly in China, not only as against British traders but also very touch as at European Unders in general. This monopoly was attempted to be justified on the or of the peculiarly exclusive character of the foreign adventurers of all sorts was really Chinese and the problem of dealing with dificult for the Celestial Government to solve. 100

acting with prudence and honour, was the best A well-regulated company, It was contended, medium for developing relations and inspiring confidence. This contention overlocked the fitte fact that the Chinese are naturally about the

eest traders on earth, and had pushed foreign trade long before John Company was heard of.

All the Imperial edicts and attacks on the eplum vessels had no effect in stopping the trade the closer the restrictions and watchlage, the more clever the smugglers became at evasions, and the more daring in their under- takings. By the year 1835, the exports of oplum from India to China amounted to nearly two millions sterling, and although in 1836 another Imperial edict once more absolutely forbade the tr. ffic, the exports from India to China were doubled, and reached in 1837 close upon Your millions'sterling in value.

-

Then came the seizure of British vessels and cargoes, the dismay of the Hongs, who were held responsible for the conduct of the foreign traders, and the anival of British warships in Ceston river to protect the just trader and punisa the unjust-and, perhaps, to terrorie John China- man a little, now that Joba Company bad retired from the field.

But John Chinamay was not terrorised. He fired upon a British gunboat, and be compelled the commander of the expedition to take the British merchants give up all the opium they held. It is said that no less than 30,000 chests destruction, one knows not how much of it was were surrendered and destroyed-bat as to the re-muggled by the Chinese efficials

All this was bad business, but it led to happy congruences. In the course of the disputes which stose between the Imperial Commissioner British forces, an attempt was made to boycott Lin and Captain Elliott, in command of the the British realdents and troops at Macao, by decree forbidding the sale to them of all provla sions and supplies of any kind. From this sprang fresh coptentions and complications said, war was declared,

The end of that we was the Treaty of Nanking, which opened to our trade the so-called Treaty-parts of Canton, Amay, Fenches, Ningpo, and Shanghai, which gave ut. Hongkong absolutely, which abolished the monopoly of the Hongs, and which gave compensation to the Bri·lah merchants for the opium destroyed and for other losseH, free-trade with China-Fairplay.
