An unfortunate accident happened on the team Alp Kwangcht on the 19th, by which the second enginter, 'a Chinaman, known as Andrew Smith" lost his life. The vessel was on a voyage from Shanghal to Chefoot at about six o'clock, she being then about 60 miles north of Shawelskan, an excentric rod bolt on the starboard engine got lost, necessitating the stopping of the engines. The chief and third engineers were engaged in putting the damage to rights and asked the second to go around to the store room on the pert side to fetch a new belt. The man passed through the engine roots for this purpose and ins the missing boit in the crank pit, for he appears

Now, his Lordship belleyed thunfortunate result was that there would be nothing for anybody except for the mortgagee. He would, however, like to bave it deflately stated from Mr. Leach that the position which Mr. Pollock took up with regard to claims for necessaries being subordinate to the mortgagees, was still adhered to.

Mt. Leach said that wasistin the position he took up on behalf of all the claimants. He represented the New Oriental Bank, the Dock Company, Chung Hol, Paterson Simons & Co., Furness & Co., the mortgagee and the crew. That

exhausted the list of creditors, and all were agreed that, the mortgagee's priority could not be dispared.

His Lordship accordingly gave judgment for the amount claimed, £4,270 30.

After dinner, the Dest, who of course pre- sided, give the toast of "The Queen," which was duly honoured.

Dr. Cantlle: The next toast, gentlemen, is "the Army, Navy, and Reserve Forces" I may mention that the order given is not my placing. It must have been tampered with, I think, by the authorities of the Hotel. I have no doubt that my writing was so very had that they mistook the order, which read, "Navy, Army, and Re serve-Forces. I am sure, however, that the representatives of the Navy here to-night will know that the fact of putting the Army before them cannot affect the position of that ancient and glorious service. I was told only to put down the Army and Navy, not the Reserve Forces, because there were no Reserve Forces here. I refate that, as a member of the Reserve Force of Hongkong. (Hear, bear) So "the Army, the Navy, and the Reserve Forces" is how it stands at the present moment. In regard to the Army on this occasion it has a very special claim on us because never before have we had an army of our own, and now we can boast of our Hong kong Regiment, which I really think special toast. I have no doubt that General Barker, who bas Inspected this regiment, will give us a true and faltbial statement Ta regard to this Hongkong Regiment. The "Reserve Forces" I don't think we need go into jan now, because they are in a kind of transition state, but I may say that the students of the Medicine are a great feature of the

Mr. Stewart Lockhart, in proposing the toast. of the evening, The College," made a specch of incrdinate length, utterly out of place alter dinner, though not without intrinsic melt. He mentioned that be, like all Government members of the Council, never taiked as much as officials. [This was a double lie.-Ed ] He dealt at length with the growth and mk of the callege recognising the valuable aid of Mr. Belitfor. specially pointed out that there was very great and serious need for the extension of Western · medical practice among the Chinese in Hong kong, and i would be a sin to commence with China and leave Hongkong in its present lament- able state. [Hear, bear-Ex] He went on to speak in warm terms of Dr. Cantile-Scotland for ever, or words to that effect.

Dr. Cantils briefly acknowled the tosst. The Hon.T.H. Whitehead:- Your Excellency, Mr. Dean, and gentlemen, the night is far advanced and from the list of toasts. I observe that we have not yet got half way through the work which has been slotted to the evening. It was my Intention to have made a the Colony of Hongkong, but in consequence few remarks in submitting to you the toast of of the very lengthy speeches which have preceded I will cut those romarks as short as I possibly can. There is not the least doubt in the world that during the last two years we have bad enormous difficulties to contend with. Unfor tunately these difficulties, commercial and

fascial, have not yet been surmounted. Yet I fully believe that Hongkong will continue not only to exist-(laughter)-but to live. We have had to day remarkable proofs of the latent life amongst us, in connection with the College of Medicine for Chinese, So long as we bave such men as Dr. Cautile, the present lecturers, teachers, and examiners in the College, I think that we may、/ reasonably hope that we may continue to pull along. Furthermore we have His Excellency Sir William Robinson, who har had a long experience in other Colonies, and His Excellency I was delighted to bear to-day, sald that he had pulled no less than three Colonies out of financial difficulties, possibly even greater than those from which we are now suffering. With such an experienced financial practitioner at the bead of the Hongkong Government I have every reason to hope that the future is assured. (Hear, hear.),
