The new arrangements proposed should suit the home creditors and depositors, and is generally and be successful. The impossibility of securing any respect for treaty stipulations by the native officials, and the ever growing multiplication of or lacrease of existing taxes or duci render any real healthy develop ment of trade unsitaloable. The question that will have to be considered presently by the Treaty Powers is, how far are they disposed to allow the Chinese officials to go la violation of the treaties, and at what point will they deem it

Early on the morning of the rat instant the Yangchow Police Commissioner, together with a host of other officials as well as a retinue of soldiers were seen marching in great haste to a certain lodging-house, at the doors of which they halied. Having taken the necessary precautions to completely surround the establishment, they catered and soon came out bringing with them their prisoner, a man of about thirty years of age. We hear that the captive Is a Hapeh man, and formerly an adopted son of certain military official who used to live in that city, While residing there the official saw that his adopted offspring was not conducting &imself properly, so the prodigal one was banished the household. Stace that episode nothing is known of him, excepting that he has suscłated with bad characters and presumably had some con- nection with secret societies.
