FUN IN THE POLICE COURT.

THE NARV. THE NENCII,

The Bar and the Bench had quite a time of it together at the Magistracy yesterday. It was thus way. A week ago two Chinese launches were racing from Shanklwan to Hongkong and when one of them, and extreme pressure of steam, forged ahead of the other the lowdah of the leading vessel shook the tall end of a more at the oppostion crowd and offered to give them stow, which compliment was politely refused in the customary

Chinese fashion. Arrived at the wharf the besten launch's crew boarded the victorious craft and started to knock spots out of her crew, but it ended in the former getting the worst of the encounter and rushing off to institute a prosecution for assault and robbery,

In due course the case came before Mr. Wodehouse, who, failing to gst to the bottom of the affair in one sitting, adjourned the hearing le the hope that the belligerents would arrive at some modus vivendi and thereby save them selves and the Court any further trouble. But they couldn't bit it at all and yesterday the CREG WAS called en in due course, Mr. G, J. Philippo, barrister-at-law, again appearar for the prosecution while Mr. H. L. Dennys defended. As soon as the "Coort" was in its scat Mr. Phillippo siddressed the Magistrate to the effect that his Worship could not reopen a case that had been practically closed. If his Worship did so, an appeal would assuredly be made. Turning to Mr. Dennys Mr. Wodehouse said he was willing to hear whatever he might have to say in defence and, in fact, anything that would assist him to unravel what appeared as

·Inextricable tangle.

This brought forth another vigorous pretest from

Mr. Pilllppa, which, however, his Worship declined to note, and finally the defendants were bound over in a surety of $50 to keep the peace for six months. ·

The German Anti-Slavery Committee, through its Chairman, has admitted in an interview that the Wissmann steamer project has virtually a flying trip home, Wissmann declared to the Emperor and the Colonial Office that it was absolutely necessary for the German interest in Afica that the Government should have a steamer on Lake Victoria Nyanza before the English steamer got there. He spoke and wrote on the subject until he had insplied all the colonial enthasians in the empire, but thele enthusiasm was dimped when the estimated cost of the steamer was found to be 40,000 marks Yet Wirtmann's urgent representations won eventually and the steamer was built, although no provision was made in the meantime, for defraying the expense of transportation. The steamer prored to be a fallure, ber draught being seven feet aft. The machinery and steering apparatus were cumbersome and the process of taking it to pieces and putting it together agala was found to be almost as laborious as the build. ing of a new boat

LONDON, May 20th. The sensation of the week is Lord Salisbury's protective speech, which provoked the greatest consternation among his own followers and organs. In Manchester, Liverpool, Birmingham, Glasgow and other business centers the Premier is severely denounced. The proposed transfer of the Inman line of steamers to American regisny continues to be discussed. It is hinted that the Admiralty will raise a question which will prevent the company's complying with the American law. They argue that if the vessels become the property of an American company the Admiralty must have the option of pre-emp tion, for which they have been paying since the ships were bullt. Meanwhile English shipping circles are anxious about the coming American competlilon.

Little Interest is taken in the debate on the Irish local government bill. The Unionist press is gloatlog over the Freeman's Yournal meeting which was held up as an instructive example of what to expect if the Irish get their own Parlia- ment. The Gladstonians are not pleased at the edifying exhibition, which, on the eve of dis solution, they think not likely to set the pro- spects of home rate. Today's meeting was quieter, owing chiefly to the withdrawal of many shareholders. Accord with Healy is now estab lished and the Freeman's Journal will hence forth be the official organ of the Irish Pailia mentary party.

June 1st, 1892. The Peiho is at present fall of rice junks conveying the grain to Tongchow whence it is transported to the grannies outside the Fast Wall of Feking and distributed as required with in the city among the bannennen. There are 2,500 boats engaged in the trade which make three runs in the season, the voyage up stream, a distance of 120 miles, occupying seven or eight days and each employing six hauds, exclusive of the wife and children or mother who usually steers as well as cooks and washes. The fleet walls in squadrons of twenty or thirty and at meal times and at night draws up in line close to the banks. Each boat carries 200 fan or picals in bags, the fax averaging 120 cattles, for the conveyance of which the boatmen receive 73,000 Tientsin cash besides two picals of rice, the whole amounting to about Tie. 25. This is subjected to further charges for conveyance through the five locks on the capal leading to Peking. If the river is ever successfally the future rallway, the to compete with numerous bends must be straightened and the distance enormously curtailed. These windings are often an great that what is only one or two by land is fifteen by water.

Itti Interesting to date stonebreaking going on briskly on the banks of the river between Tieninin and Yangtsun and to meet boats coming down the river with granite stones, brought from the Western hills to Tengchow for shipment down the river. We hope that the same result will follow In Peking, where the worst streets in the world are to be found. With the approach of Summer, arrangements are made for avoiding the heat and offensivesexD of Peking by migrating to the Western Hills. We note with regret that the "Fragrant Boue- dary Temple," occupied for so long by successire British Ministers, has this year been refaced, on the ground that being an Imperial Temple, it must not be rented to foreigners by whom money- has been spent upon it from time to time and it la rather hard to be turned adrift in this fashion, The nesmess of the Imperial summer resort must render continued residence at these monasteries somewhat precarious. The cupidity of the Abbots is the only guarantee we have of being able to rent them. Such is the demand for them that the missionaries have rented ground and bullt summer houses for themselves. The situations howover are not always what could be desired, either with respect to exposure or the presence "af trees and water. With the Chinese these three conditions, especially the latter, are all important. Trees be planted and grow and a grateful shade may in compensate for the want of water.
