Hongkong to remove a well-grounded dissatisfaction that is all but universal. The Harbour Master has quite enough to do to attend to his duties connected with harbour affairs, and the Magistracy is the proper place for the trial of all minor offences in the colony's Jurisdiction, excepting, of course,

technical inquiries into collisions, losses sea, etc. We pay two Police Magistrates very liberal salaries, and yet Mr. A. G. WT managed without trouble to do the entire work himself and finish almost always

before noon. A Marine Magistrate's Court, with a judge who knows nothing of the law, is an anomaly that should not be longer tolerated in this colony. We commend these remarks and suggestions to the consideration of Governor Sir WILLIAM ROBINSON, and of the unofficial members of the Legislative Council, who are the recognised guardians of public rights and Interests.
