WASHINGTON, April 4th.
The Geary Chinese exclusion bill, the most elegent measure ever presented to Congress, passed the House today, after half an hour's debate, by an overwhelming majority. It came up under a sospension of the rules and received much more than the required two-thirds vote.

Mr. Geary conducted bis fight with signal ability and the case with which the bill went through showed he had done all his work before the measure was called up.
The vote by which the meature passed was Chinese, whether or not a subject of China (ex 170 to 45. The bill absolutely prohibits any cepting diplomatic and consular officers and their servants) from entering the United States, and Chinese who may bereafter leave the United States are prohibited from returning to the country. It makes liable to arrest any Chinese United States or found funlawfully therein, and or persons of Chinese descent entering the vides for their punishment by Imprisonment, not exceeding five years, and subsequent re- oval to the country whence they came, provided that when they come by way of contiguous foreign territory they be returned to Cblak. A proviso allows the Secretary of the Tresanry to permit marchants to visit the United States under such rules as he may prescribe.— The last clause repeals all acts and trestles inconsistent with this measure.

Mrs. Montagne, who was charged with cruelly treating her children and causing the death of such a way that she was strangled to death, was found guilty of manslaughter and sentenced to imprisonment for one year at bard labor.

In England the subject of having a higher and professional systems of education for cflcers of the merchant marine is receiving very great and subject in which is involved the future welfare of the English merchant service. Schemes are under way for establishing this better system. It is seen that despite the curtallment of duries of ships' officers a very large part of the vessel depends just as much as ever it did upon these men, and that to employ those of inferior capacity, or to place the ship in charge, of mes who are not much above the mental training of a foremast hand, save just sufficient knowledge of navigation to plot a track across the ocean, a bad trade policy.
