M. March 17th. The execution of Frans Schneider, for the murder of servant girls, took place early this morning. But little interest was taken in the affair. The approaches to the law courts in Landiskeright sirasse, where the executes took place, were strongly guarded, and but eighty spectators were permitted to view the execution.. When Schneider approached the gallows, shortly after 7 o'clock, his strong frame trembled and bis face grew ghastly pale. It was evident that his brutal nature was subdued and that he was agony and fear of the fate awaiting him. While belag pintoned at the gallows he struggled and brickced "Oh, na; in God's name, l'ill my anything." The nooie was quickly thrown arround swung two ausistants grasped the hanging man by the arms and legs and pulled downward with all their strength. Schneider was sirangled to death in four minutes. The bills passed require the assent of the Queen only to become law. In questions of Jurisdiction between the English and Scottish bodies the matter is to be referred to the Judicial Committee of the Privy Council. The Legislature is authorized to impose taxes, other than customs or excise dailes, and create a consolidated fond separate from that of the United Kingdom. All revenues are to be appropriated through the public service of Scot land. It provides that the existing civil and criminal courts shall be maintained, subject, however, to abolition or alteration, and judges can be removed by the Legislature requesting the Queen to do so. The bill provides that the power and the authority of the imperial Parliament shall not be diminished or restrained by anything herein contained. The present bill is worthy of comparison to Gladstone's first home rule bill.
