Mr. Francis conflued that thie was at variance with Mr. Frater-Smith's statement. Mr. Rodyk's letter was not enough, for Mr. Holmes would not care to lose $600. During Mr. Fraser-Smith's absence la Australia the directora referred the matter to him (Mr. Francis) for arbitration, and an arbitration agreement was drawn and signed by its directors, with the Company's seal.
Mr. Fraser-Smith pointed out thatthat appoint- ment was invalid, ni only two directors made It, while a third could have been obtained but was not.
After more wrangling, Mr. Francis moved (remarking that it was not much use moving anything, in face of Mr. Harley's proxies) —

Mr. Fraser Smith was very pleased to second the motion, It was exactly what he bad advocated before he went away, but in his absence his advice had not been followed. Speeches were delivered in English, French and Gennan Louise Michel opened the meeting by saying: "The anarchist martyrs murdered in Spain are to be reckoned with the martyrs murdered in Chicago--but sudden death, though terrible, is better than the pangs of long imprisonment. Let us imitate them in their courage and boldly face death in the future as they have done in the past." The Japanese Parliament has voted 3500,000 for the World's Fair display.
