THE Geraian gunboat 7iiiz was at Amoy when the Douglas Co.'s steamer Haiphong lot for Hongkong on the 9th instant.
We would direct special attention to a Grand Afternoon Performance to be given at Bowrington by Woodyear's Circus to-morrow, commencing

THE Douglas Co.'s steamer Fokies, Capt. W. Davis, left for Formosa ihis afternoon carrying a large number of miners for the Patou gold fields.
WE are Informed by the agents (Mesars, Dodwell, Carlill & Co.) that the "Shire Line steamer Denbighshire left Singapore for this port to-day, and is due on or about the 17th inst,
Kind-hearted. Lady (visiting the gaol)-and what are you here for, my poor man?
Mr. Boozer (in a true of melancholy)—For six months, madam. :
THE Czar la credited with having a daily Income of $25,000. Owing to difficulty having cropped up at the eleventh
hour, preventing the Company from performing la Canton as arranged, a few more performances will be given at Bowrington, particulars of which will be found in our advertising columns. An exceptionally good show is promised for to-night. THE Diario de Manila of February 27th`says that khe coast steamer N. S. del Carmen has brought back from Balabac the members of the Lighthouse Commission, who have been inspecting all the light-houses at work or in course of construction in the southern part of the Philippines. While visiting the neighbourhood the Ursulas islands (Balabac Straits) they saw the abandoned British barque Argvil, whose wreck was reported recently, the crew having Mindanao and Calamianer, stationed in those already arrived bere. His Worship—Undoubtedly. Witness said that sometimes he was instructed by Tuk Loong and sometimes by Cheng Sens, the defendant.
Mr. Dennys-Tuk. Loong can't read a single character.
His Worship-Just so; neither of them can read a word.
Witness stated that he sometimes took the accounts to the second clerk to check because he knew Chinese, whereas Tak Loong didn't.
At this point Mr. Francis observed that some one had carelessly left out several amounts in his copy of the accounts and he would therefore let these stand over until the next sitting.
His Worship agreed.

OFFICIAL EFFICIENCY (?). BALZAC is credited with the saying that "no one stays in the Government offices, under a bureaucracy, but idlers, incapables, and fools." And Balzac know what he was talking about. Can this scathing criticism be fairly applied to the majority of the Government officers of Hongkong? Let us investigate. It will be admitted without discussion that the Government of this colony is a very powerfully-organised bureaucracy, with the Governor as a nominal head. Each department is inde- penderit, and ruled over by a chief whose powers are practically autocratic, Sir Joux Porz HENNESSY temporarily checked this system and Insisted on personally directing the working and bearing the responsibilities of the several public departments; but after his departure things were allowed to drift back into the old groove, and successive governors and administrators during the past ten years have been mere

To-morrow it is our intention to lay before the readers of the Telegraph the facts in connection with the disgraceful Opium Farm bungling, a fiasco that owing to the ignorance or incapacity of certain 'honorable officials who posed as inspired authorities on that Important source of revenue, has cost the colony something in the neighbourhood of $60,000 per annum at the very lowest estimate; and in the meantime we will briefly relate a series of Incidents in another matter of importance which will show how efficiently the colony Is served by its vaunted high officials.

was held this afternoon, Mr. D. Gilles presided, and there were also present Messrs. R. Shewan, E. Davies J. S. Moses (director) W. Shewan, G. H. Potts, S. S. Benjamin, C. A.
The Chairman'sald :—Gentlemen, the report Tomes, F. H. Sawyer, and L. Downes, and accounts having been in your bands for some time, we will take them as read. There is very little for me to add to the report, as it contains in a few words the history of the Com- pany since our last meeting. The net result of our year's working is not so favourable as it might have been, for owing to the heavy loss which we sustained by the failure of Messrs Russell & Co., it has been accessary to write off from this year's earnings the sum of $20,000, and a father aam of $5,000, has been written off for depreciation; and we recom mend the payment of our usual dividend f 13 per cent, which on the whole is a fair return, and your consulting committee trest that it will give general satisfaction. The price of rope ruled lower all round throughout the year, so that although we did a large turnover, the profit on the working is not quite up to of 1890. The hemp market at Manila has also undergone many fluctuations, but by judicious purchasing and by shutting down the factory whenever the price advanced above a paying limit, we have been able to avoid the necessity
The machinery was thoroughly overhauled in the month of January, is now in good order and contigues to turn out the best qually of rope procurable in the East. Therefore, baving the benefits of a central aliation and cheap labour, we are placed in a belter position than any of our competitors in the trade, being able to place on the market a superior rope at a lower rate. With these advantages, if the encouraging support we received is former years is continued we have every reason to expect good retora in the future which will greatly assist us in making a steady reduction in our overdraft at the Bank. Second reading of the Bill entlited "An Or Before moving the adoption of the report and dinance to consolidate and amend the Law re-statement of accounts I will have pleasure in lating to the grant in this Colony of Letters Palent for Inventions."

Too often matrimonial faliure may be traced to the fact that conlesy was bidden farewell on the threshold of the bridal home. If men would carry a lille, ever so little, of the chivalry of the lover, or women the smallest bit of the pretty fascinations of the fiancee into their married life, how much pleasanter home would be! Why should husband and wife be less courteous to each other than they are compelled to be to their very servants ? Says a devoted lover, tripping over his lady-love's feet one day previous to marriage: "O. my darling, have I hurt your tootsy-wootsies?"
