He was accordingly arrested and lodged in the mingistrate's yamen before befag sent to Soochow Towards dusk on a recent evening the Nan- king Viceroy's deputy, Mr Yü, and the Shanghat magistrats held another examination of the alleged Kotao member, Chen Chihual. The pri. soner schl adhered to his plea of innocence.. He was again stretched on the bare pole, the torture however, extracting nothing further from him. Yii was of opinion that unless some more ago. nising mode of torture was employed no confes. slen could be wrung from the accused. The prisoner was accordingly ordered to have his handa tled behind his back and then to have a rope attached to his hands, by means of which rope he was hoisted up. For some hours the misoner was kept dangling in mid-sir_with_the weight of his whole body on his arms, forced as they were out of their natural position. Nor have the officials since then, beyond issuing a few proclamations, done anything specially calculated to discourage them. So the matter stands to-day.
