In connection with the deplorable loss of the steamship Namchow, our readers will remember that it is only a few months since Capt. Colorna, the then master of that hapless vessel, was tried and convicted at Singapore, and sentenced to six months imprisonment for failing to give a correct record of the number of deaths on board the steamer during a passage from China to Singapore. There is food for reflection here.
