The Triple Alliance, which for the past fifteen or eighteen years has to a great extent governed the size and strength of the armaments and lets of Europe, looks to be in a fair way to dissolu- tion; at the same time France seems to be eager to again meet her old enemy, Germany. It is perhaps, , well to review the present war status of these foreign nations is regards the protection of their sea frontiers, for in any future struggle coast defense will play a most if not the most Important part.
