PARIS, October 22nd, Germany is no longer the centre of gravity of Europe. It is Russia, and not, Germany's Chancellor, who holds between his bands the destinics of Europe. It is the Czar, What are the motives and ends of Russian diplomacy, and what is the plan of the Czar? The information which I hold from various sources, all equally good, and all concurring, enable me to reply, This plan has for its object the maintenance of peace. To attain that the Czar seeks the forms tion of a vast league, the basis of which is that these seven nations stand together-Russia, France, Denmark, Sweden, Greece, Servia and Montenegro,
Grand Duke Vladimir, moreover, bas obtained from the Regent of Spain and Sénor Canovas, if not a formal acknowledgement, at least a declaration of sympathy, M. de Glers, when he was at Nonss, sought for an entente cordiale between Italy and the Vatican. Overtures like wise were made to Holland and Turkey, and finally the neutrality of Sweden and Belgium discussed. That is why, at the inaugura tion of the new drainage system at Marseilles, M. Buls, bargomaster of Brussels, who was invited by the town, made a speech, inspired by King Leopold, in which he announced the neutrality of Belgium.
The formation of this league, a true league of peace, will be announced officially to January next. In announcing it to Europe the Csar, who willin a measure bave precedence, will propose the convocation of an internations! congress, in which all the powers should take part, and whose object should be to judge upon all dif- ferences which divide European nations and which might give rise to a conflict, It would bring about the creation of an international Arbitration congress, and would. be followed by proportional disarmament,
I must add that the Czar has been strongly pushed to this plan by the Empress_of_Russia, who is, they say, the originator of this policy, which is explained by the ties of relationship sulting the reigning familles of Europe. More over, the Caarina, who is an excellent mother, desires her oldest son, whose health, closes her much anxiety, to reign "in, peace over his numerous people,

The St. Petersburg, correspondent of the Standard says the approach of frost has caused a renewal of distress. The Novost estimates that twenty millions of people are without food. "SHIRE" LINE OF STEAMERS, FOR NAGASAKI, KORE AND YOKOHAMA,
The first effort at securing property in the suburbs goes back a period of eight years, but as assclated with the present case some six year. The opposition started by the gentry was in May, 1887, and hạn lasted ever slice in different ways. Two riots have occurred (besides one against an English missionary) ST. ANDREW'S and three others threatened. And yet amid ai this opposition the missionaries have made advancement, even in the tangible matter of property. And property leased In the cast suburb, and concerning which the gentry stirred opposition, has been held, and the sanction given to purchase, if so desired. A piece of land has been purchased in the countrys and a boute leased for to years in the city. And property taken by perpetual lease to the south-east suburb has been given up and money taken back, while with this money a new plece has just been secured under perpetual lease in the cast suburb, Also sit different houses and one shop have during the period bean peaceably rented by the different missions. The result just reached has not been by stirring up bad blood; but with the prospect of harmony and good-will, by steadily holding on, and by watch ingthe changeable circumstances, success has come. The U. S, Minister has kept patiently interceding for the missionaries the lair order being issued only a few weeks since and-to- him a large amount of gratitude is due from the missionarica..
