MERCHANT SHIPPING: BILL.
On Section 39 which given the Governor in Council power to make regulations for the licen- sing of hauts and vessels,
Mr. Whitehead proposed the tesertion after the words "boats and vessels" of the words "plying for hire," Private vessels should not be taxed the same as others. The Government might just as well license private chairs and jinrickshas.
The Acting Attorney-General said the very object of the clause was to bring under control those boats not plying for hire. It did not follow necessarily that they would be taxed, The clause existed in 1879 but was repeated in 189. He propsied to leave it manding an at❘ present, but if any hon, member could point out how these boats were injuriously affected by being brought within thene regulations they could go back and reconsider it.

The Chairman-It has been part of the and now that he has been done, away, with, the Colonial Chaplain's duties to hold these services, Secretary of State said that due provision would have to be made for the Go! and Hospital. Of Course If the Union Church comes in the Chaplain will have to do his share of the work and hold services regularly."
Mr. Whitehead-Surely the representatives of the public shou'd have been consulted.
The Chairman-I do not know that you are the supresentative of the public, any more than the rest of the members. There are members. selected by the Chamber of Commerce and the Justices of the Peace and I take it the other members are appointed to assist the Government. I cannot help being surprised at it being con going to do something that will injure the com nusily thought that the Government are always mually. I take it that we are equally interested in the public benefit. I am sure I work ne hard, to the best of my ability, for the benefit of the public as any ore in the colony, I do not like to hear remarks made as though we had some Mr. Whitehead-It seems to me it is simply person: 1 benefit in going against the wishes of continuing the grant under differtat bending the public. The Chairman-The next matter is with regard to the new Ganl. I'am aware that there i'm feeling of opposition es this point amongst some of the unofficial members.
Mr. Whitehead-I do not inslouste that any individual member of the Government is deriving any illegitimate benefit from this policy or course of setian, but their course of action, in this matter cannot be too strongly condemned. The represratatives of the public should have been consulted,
The Chairman-We are consulting you now, Mr. Whitehead-1 mean before this Con mitice was appointed.
The Acting Surveyor-Géneral said he thought the hon. member was under a misapprehension, The Committee had been appointed in select a allen that they misht have something drfaite to lay before the Public Works Committee.
The Registrar-General-I take exception to certain expressions used by the hem member, He spoke juit now of things being done in a hole-and-corner way. I challenge him to show a single Instance to which money has been spent in a bole-and-corner way or in which the unofficial members have not been consulted. Oppsiton is the salt of the earth, so to speak. It is good for all of us, but when it deteriorates into what is simply ä mixstatement "of fact, I shink opposition ceases to be useful and becomes abstraction..
Mr. Walehead-I will refer the Registrar- General to one instance where money was spent in a hole-and-corner way. I refer to the taking out of the public treasury without sanction the sum of £20000 for the military contribution. need not refer to any other Instance.

I was at once that the present despatches have been based on the reports, as I suppose valuable reports, that have bran acat home, not in my times it has been going on for years, The Secretary of State bas devoted a great deal oftime and attention to this subject, and on these instructions it is quite clear that as far as the official members are concerned we cannot do anything but vote ronde reasonable sum to commence operations with next year. I have discussed the amater with His Excellency and he has instructed me to say that although a sum of $10,000 bas been put down, none of that money will be spent until properly, detalled pans and estimates are made and submitted to the Public Works Commitee A Committee has been appointed and has gone very carefully into the matter and they have reduced the sites to two, Bonham Road or Causeway Bay. I am not in a position to say which is the better site and therefore it may seem a little strange to vote money before the afte is fixed, but you are asked to make some provision for the money to be spent next year, by the commencement of which probably a definite alte will be fixed upon.
