ATTACK ON THE OPIUM FARM,
The following is the extended report of the debate yesterday evening on the question of the opium traffic and the system of farming revenues. For the latter part we are indebted to the Daily
Press.

The Colonial Treasurer argued that Mr Whitebead was inconsistent in condemning the whole eplum traffic and yet asking the Govern- mant to superintend It. If the business was such a source of evil it should be entirely suppressed. But if not suppressed, the best way to deal with It was found to be by's farm. The Government

Some of the alleged newspapers in this colany emed to think that the idea of banded ware. houses and import duty for oplata Instead of a farm was quite an original idea, which they were suggesting to the Government. As a matter of fact the Government had constantly con›idered the question, and if at any time a change for the better should seem feasible andoubtedly it would at once be made.
Dr. Ha Kai pointed out that the geestion was simply whether the Council should or should not limit the period of the farm. On principle he favoured a limit, and would advocate the abolition of the traffic.
Mr. Whitehead said he did not insist on the two years limit. Three years would do Just as well, if other has, members did not object.
