Russia will full itself into a most dangerous delusion to imagine that Great Britain will under any circumstances suffer Russia to obtain command of the Darda- nelles. As long as Turkey effectually guards the straits England will not interfere, but imme- distely the Goverment of the Sultan, in a fit of timidity, perversity or bewilderment, shows duty, England will assuredly not shrink from Itself incapable of performing that Imperative having recourse to expedients for meeting the difficulty,"

THE N. C. Daily News is informed on good authority from Nanking that this is the true statement of the rumpars published in its issue of 30th September concerning the employing of

a foreign adviser by the Naaking Viceroy Liu. Some three months ago, several of the bigh officials of the city interviewed the Viceroy and urged him to engage a foreigner sa adviser. One of the number proposed the name of the Rev. John C. Ferguson, of the Methodist Episcopal Mission, President of Nanking University. The proposal was entirely without the knowledge of Mr. Ferguson, who was not made aware of it. till some days after. The Vicery expressed himself as pleased with the proposal but has not, however, taken any action since that time la making a definite proposal to Mr. Ferguson, who, we understand, would not accept the position if it were offered him.

Why the great European and Asiatic Powers should be content to rest in peace, squandering millions upon preparations in the meantime, while they know that Russia all a crushing blow at the first favorable opportunity, is a mystery to all but the few who regard this "waiting to be shot" policy as nothing short of suicidal. It should be clearly understood that the longer we await the hour when Russia will violently disturb the peace of the world, the better prepared will the Colossus of the North be to carry out the ambitious designs with which the Czar has so long been credited.
