THE ROAD DISTURBERS. To Tx Eniro of the "Hongkong TelegraPM," SIR-Can you tell' us why the Public Works Department are continually taking up the road on the Praya? Some three months ago, they took up the road opposite the Victoria Hotel for the purpose, we believe, of laying drain-pipes. The trench then dug was left open for about twa months, stagnant water accumulated, and during the day, the stench from it was almost unbear- able. This trench was filled in some three weeks ago, and now this morning coolles are busy taking the road up again, in exactly the samo place! This is the third time, we believe, that the road bar been taken ap within the last twelve months. Eesides being a great inconvenience it is a source of danger, as the water accuse lates and becomes putrid, causing most noxious smells.

There is no need, however, to go to the record of over-ruled judgments to arrive at the standard of the New South Wales District Court jadlelary, or part of it. The facts are an open scandal, and it is time, to speak plainly about them. There are men on the bench whose knowledge of law is a nollity and whose well-earned reputa tion in point of intelligence and common-sense is such as to make them a mark for the honest contempt and undisguised derision of every practitioner who appears before them. It s notorious that there are even more serious grounds for dissatisfaction. The facts that give colour to widespread and plain-spoken rumours of corruption must be as much within the know. ledge of the Minister of Justice as they are within that of nearly every lawyer or journalist or man of business in Sydney. That there are good men, and very good man, on the list of District Court Judges we do not for a moment deny. More than one of them could be named whore eleva. tion to the beach of the Supreme Cond.
