These three cities swarm with his emissaries who report all that is going on, and seize suspi cious characters at the rate of four or five a day, Along with the Governor he has issued a vigor ously worded joint proclamation warning the people that any complaints against foreigners must be brought to the authorities, who will make due investigation, while those who fabricate rumours, or giving heed to them act lawlessly. an at Wusuch, will be severely punished. This position has been further strengthened by the arrival of an Imperial edict, commanding that foreign interests must be protected, and evil doers. stemnly dealt with.
