THE ATTACK ON THE

CZAREWITCH.

The Asahi Shimbun publishes the following telegram received from the Crar by the Emperor of Japan, on the 15th Inst.:-"I was astonished to learn that my son was attacked by a mad man in your country, but give my hearty thanks for the kindness shown to him by you, and will not allow our mutual goodwill to be Injured by such an accident. I have telegraphed to the Carswitch to proceed to Tokyo and give bia thanks to you in person."

This little message cost $1,200. and for another, and longer one, the bill was $3,500,

The Kokkai says that there is a rumour current that Envoys Extraordinary will be sent to Russia, the chief Ambassador probably being H.I.H. Prince Arisugawa Takehito, and the second Count Saigo Yorimichi.

Yesterday (May 13th), at 6.30 pm, the train bearing his Majesty, the Tenno, with the Czarewitch and Prince George of Greece, steamed into the station at Sannomiya. The Imperial carriage was in the centre of the trai, while immediately adjoining it were carrlages filled with Japan's nobility-officers of the Army and Navy, Ministers &c. Guards, with fixed bayonets, were in the cars immediately behind the engine and at the rear of the train. When the distinguished party left the carriage, the Emperor, who looked saddened by recent events, seemed only desirous of showing the utmost fiendship to the son of the Caar. He did not precede him during the short walk to the door, but simply walked abreast of him till the carriage In waiting was reached. His Majesty entered, followed by the Czarewitch, Prince George, and Prince Arisugawa, and drove to the Palace at Benten, guarded by soldiers of the Osaka garri son. After a slight period of rest, the Carewitch proceeded on board the flag-ship. The Emperor walked with him to the end of the pler, and before the Prince stepped into the steam launch, there in waling to receive him, he and the Emperor bowed their farewells,

The Prince looked little the worse, for his accident. Over the bandages of his wound he wore a blue crape turban fastened by a large jewelled pin of apparently great value. At the Sannomiya Station he acknowledged the defer- ence shown him by the assembled officials with every indication of goodwill and even pleasure, It can be seen very plainly that his Majesty the Tenno, has taken to heart very seriously this necident to his guest, and so it may be hoped that the Czarewitch and people of Russia will see nothing in the incident to cause lit-will towards the people of Japan. It may even confidently be hoped, says the Kobe Berali, that when the Czir learns, how solicitous the Mikado has been regarding the Carewitch, permission may be accorded for the Prince to return the vitlt of his Imperial Majesty, in the latter's own capital, Tokyo,

explosion will ward off evil spirits. They are fired off on numerous eccasions, but particularly on the Chinese new year, which is, as our by the changes in the moon. We were told readers know, a variable date, regulated when at Canton ibat foreigners there have what they call the Canton salute, which consists in in the firing off at one time of six boxes of small crackers and two or three boxes of cannon crackers, and this is given on the departure of sime one of their number for home.

16th May, 18gt. At last we hear that Governor Llu Ming-ch'uan Is to vacate his post, in accordance with the extremely curt and most unsympathetic rescript Issued from the Throne.

It now remains to be seen what His Excellency's successor, Shao-yu-licu, will do... both to improve matters and amend past disasters.

Liu Ming-ch'uan has, throughout exhibited a rancour towards foreign interests and disregard of Treaty rights almost unprecedented.

Since he set the eximale, however, of profiting by Ministerial torpor at Peking, other high officials in various parts of the Empire have begun to follow his lead, assuming positions that, before Sir John Walsham set up his bed- room in the North, would never have been dreamt of

The last and most fatal emendation, as it is, perhaps, the most audacious monopoly-creation, perpetrated by the retiring Governor, is set forth in the proclamation, a translation of which I append.

By this document it will be seen that His Excellency throws off all disguise and fearlessly champions' a monopoly in favour of his own "Formosa Trading Co."

Smuggling or other fraudulent practices will be severely nunished on delection.

In

Perhaps very few of the globetrotters who visit Canton take the trouble to inspect anything outside the usual "sighis", which are jetted down on the printed list banded them by the guide as soon as they are comfortably installed at the Shameen hotel. To those who, like myself, travelled to the City of Rams a much for instruction as for pleasure (of the latter there is very little to be bad) I can recommend a visit to a Chinese cracker manufactory, for it is principally in Canton and lu the country surrounding that city that the horrible Chinese cracker--such a terrible Buisance all over the East on Chinese festal or New Year occasions is made. The production of the fiery little cardboard tubes is enormous, the annual receipts of fire crackers. Java alone being some 300,000 boxes, whilst in the Straits, Stam, Dell and Calcutta the receipts are above 800,000, and America is said to impart 1,000,000 hoxes annually. The Chinese manu- facturing year begin on June 1st and that cannon cracker factory which I lately visited in the suburbs of Canton raay be described as follows:

The building was of sun-dried brick, with a tiled roof 12 feet from the ground, and this space was divided lalo an upper and lower apartment, each with the ceiling about six feet high. The interior of the building was strewn with pieces of paper, while vessels containing powder. were standing around, the contents of which seemed to be imminent danger of being exploded, and men, women and children were actively engaged in the manufacture of the goods. The paper needed for the cracker la cut to the length, and then weighed to see that the quantity required for each cracker is exactly the same. The insira mentused in welgblag is of the rudest description, being a stick about 23 feet long, suspended from the ceiling by a string which is attached to the centre of the stick, and a store is placed as a weight on one end, and the articles to be weighed on the other. The paper is rolled into cylindrical forra by means of a flat piece of wood held in the hands, and then one end is created with a pair 'of placers, and a siring tied round the crease as temporary means of preventing the powder from running out when the cylinders are placed in a perpendicular position to be charged. The last named process is as follows:-The cylinders 20 bunched together like cigars turned on end, and then

panched with an awl, and in the aperture thus made the powder is poured from a tin-can. Then the stem of the cracker ( inserted, which consists of a piece of thin, tough paper, with Just sufficient powder twisted up in it to make It burn quickly, A plece of paper is temporarily pasted over the end containing the stem for the purpose of preventing the powder from running out, as the crackers are now placed on that end. The string placed temporarily around the punched end is now removed and clay tamping hammered into the aperture, and then the paper.is removed from the stem end and tamping is applied there, which prevents any powder from rifting out. The cracker is now ready for the thin piece of red paper which goes round the outside and completes it. The stems are then very neatly braided together, which forms the crackers into packs, and these are each wrapped in this paper sed ornamented with a red label with pictures of dragons upon L

Red is the festive colour of China, and as fire crackers are used principally on festal occasions, that colour is rigidly adhered to in the manufac ture of these goods. The packs are placed in boxer, and in the proportion of 40 to the box, There is a regular division of labour in the factory, each person having his or her special work to do, and in this they become very expert. The foregoing is a description of cannon cracker manufacture, but the same will also apply to the small crackers. The latter, however, ara generally made in the rural districts, and are brought down the river to Canton is junks. regulations already insisted on by the Forelga Kuklang Powers, another great aim is to place the Douglas Company's vessels at a disadvantage, and with the tea season just coming on this heavy handicap is likely to be most severely felt by them. Doubtless the sbare quotations will very soon emphasise this fact 1

Although the proclamation has actually been lo force for over two months, we have only now been able to get hold of it, as, of course, things percolate more slowly our way, and the enact- ment only applies for the present to the north, the Formosa Trading Complay not having commenced trading from, or with, the south of the island.

It is not to be assumed, however, that the British Consul at Tamal can bave allowed so have escaped notice and interference; and we very important an assault on his nationals to must, until otherwise advised, take it therefore that though, as far as we know, he has been working silently and secretly, his efforts have been none the less vigorous, and, as we devoutly hope, effective. Certain it is that if this or similar attempts be allowed to pass unchecked, dire ruin to one of England's greatest interests in China will be accomplished.

It will be remembered that one or two year

On the 26th February of this year I received the following instructions from the Taotal and Provincial Judge, charged with the management

of the Lekin Bureau for the whole of Formosa

The official acting as Director of the Com pany to question has requested that the Lakin office skould be directed to pass, free of Iskin, export goods intended for shipment by the steamers of the Formosa Trading Company,

This request, with my views therson, was sent in to the Governor, who acceded thereto and directed that the Company should have the necessary forms printed and sent in to him.

"Such blank formas having been submitted for approval, I have instructed the Sub-Customs and Lekin offices at Banka and Ho-té,in accor dance with the aforesaid instructions from the Governor, to direct the officers at the Lekin Barriers to pass free of tax goods intended for shipment in the steamers of the Formosa Trad- ing Company, provided that such goods are accurately described in the declarations.
