Holbow, April 1ęth. A few hot days, with the thermometer at 95 in the shade, have been succeeded by a strong north-easter and a downpour of rain. This was much needed. There had been no rain to speak of since Inst autumn. The long drought caused grave anxiety to the officials and people, who in vain had for some time past offered sacrifices and abstained from killing, as a means to pro- 'pitiate the gods.
At Chang-Hua something very like a famine had already set in, as a number of cargo-boats were despatched there recently loaded with sweet potatoes for the relief of the starving people. No rain had fallen there for over a year. The steamer Cambodia arrived here on the rốth direct from London with 12,000 barrels of cement. The Chinese, are about to erect a new fort. It is high time, as those now standing, or rather falling, can hardly be called forts. Colonel Vegel recently selected a commanding spot. The work will be commenced forthwith, and ↑ believe foreign engineers will superintend the bullding. When finished, Krupp guns, already purchased, will be mounted upon it,
The American missionary ladies at Klung chow recently started a school for native children. As the children were poor and taken from other emnicyments, they were ∙lven 40 cash a day each to insure regular attendance. This seems to have Inlied suspicions in the minds of some, who posted placards denouncing the foreigners, and imputing gross motiers as the objects of the schnol. I was talking to a Wei-hal-wei man the other day and he told me that a short time ago the Leyrun was there and took in four 20-ton guns, with esrriages and other appliances, besides five others, ranging from 5 to ritons, for the Ta-lien- win fortifications. This, I am told, is the second ablement he has made from Wel-hai-wel to thai place. The four 20-ton gans were four Schneider, of the Cruesot Works, France. The aronller guns were of Krupp make. The whole of these with other war material were brought to Wel-hal.wei last year, by a steamer direct from Europe. They were put into lighters to awail shipment. At Wel-hal wel they have splendid shear-legs and other appliances for removing heavy weights from and Into vessels. The shears will lift seventy-five tons The Leeyoun had to make two trips, only taking two of the larger guns each trip. I also hear that the Chinese are strongly fortifying Ta-lien-wan. There are three forts which are nearly completed, two other are also building. In the fortification are seven guns, all of Krupp made, and four large Schneiders.

The subjoined correspondence clearly shows the position of affairs between Italy and the United States, when the Italian Minister, in response to a telegram from Rome, left Washington as a protest against the refusal of the American Government to satisfy the demands of Italy regarding the lynching at New Orleans:-
