A MEETING of the Justices of the Peace was held at the Magistracy yesterday morning to consider the application of Mr. Robert Isherwood for a spirit license for the Mount Austin Hotel. There were present Mr. A. G. Wise (chairman) Mr. R. C. Wilcox, and Mr. W. B. M. Arthur, clerk. Mr. Wolton of Mraars. Wotton and Descon, represented the applicant. The chairman asked If there were any objections. Mr. Wilcox said he had none, and the application was granted." Ova exchanges from Tonquin bring further news of the Increasing activity, among the rebels, or pirates, as they are variously called. The smaller bands have been malaly broken up, but the larger ones are growing daily, and, being well-armed with repeating rifles as a rule, probably by the Chinese Government, who favor their cause, are assuming a threatening attitude. Only the opportunity is wanting for the ex-King Ham-Nghi's flag to be again raised, and for Tonquia to again become the scene of general warfare-and in the meantime most of the French soldiers have been sent home!

SAYS the N. C. Daily News of April 28th "We understand that the Deutsch-Asiatische Bank has succeeded in effecting a loan for ten years of some £50,000 to the Tartar General at Foochow, interest at 6 per cent, and principal teparable in gold. The loan is secured by Haikaan bonds and an Imperial edict, and is not only a provincial affair. It is needless to say that the Bank found no difficulty lo getting it promptly taken up at home, and that it was not put on the open market."

MESSES. E. J. ACKROYD,, Mitchell-Innes, S. Brown and C. Ford have been nominated Government trustees, and Mr. F. Cooper auditor, of St. John's Cathedral for the year 1891-92. Messrs. Edwin Mackintosh and J. J. Keswick bave been elected trustees and Mr. J. H. Cox Buditor for the seat-holders. It is to be hoped that by this time next year the old Church will be running under independent management, paying its own way as all churches ought to do, and quite free from State supervision and control. THE Nieuwsblad learns that a German firm in Batavia has applied for one of the islands on the coast for the purpose of preparing copra. They will work in combination with a Hamburg firm and a capital of 50,000 guilders will be invested In the business. If this concession is granted, Application will be made for other islands on the west coast of Sumatra, German colonization steadily increases, and in the near future threa tens to become as serious a danger in British, French and Dutch colonies, and in Chinese treaty ports, as the flooding of California and the Apstralasian colonies by nomadic Chinese.
