Gentlemen, I beg to lay before you a state- ment of the Company's business, with a balance sheet for the year ending the 31st December,
1890.
The net profits of the Company for the twelve months under review, after providing for all bad And doubtful debts, and including $2.413.88; brought forward from last year, amount to $84.347.74 We paid an interim dividend of 7 per cent, in November last, absorbing $35,000.00, And I now propese to pay a further dividend of 7 per tert. (making 14 per cent, for the year which will absorb $15,000 co, and to carry $10,001.00 in. Reserve Fund to meet con tingencies or for equalising dividends (in accor dance with Clause 16 of Article 113), l'aving a balance of $1,342 74 to be cassfed forward..
I estimate that the fire we experienced on the 19th May best indirectly reduced the amount of our art profits for the year by $20,000 00, as the stocks that remained were quite fuadequate to meet the deraand until fresh supplies carae forward.

As the blocks will require abait 3 months to set prior to being pliced in the work, arrangements will shortly be made to commence the fabrication of the concrete blocks; and thus provide a sufficient stock.to allow the work to be pushed on rapidly. 5. The progress made with the Reclamation in front of the Wharf and Godown Company's property has not been so great as might reasonably have been expected owing to the delay in putting in the granite footings, Now, however, that there are laid, and the work is above low-water level there is nothing to prevent this reclaination being carried on regularly and it should be completed in about nine months,

29. The mads within the City have heen maintained in good condition except in places where the extensive operations of the Water and Drainage Department have rendered it necessary to break up the surface. This rond,,about 12 miles in length, which was ordinally well laid nut, has been neglected for many years. The Pelce Inspector at Stanley told me that the portion from thence to Aberdeen had not been
repaired since 1871. The traffic on this road is is at present very small, but as it may he expected to increase in future, I hope to be able to arrange shortly to put it into an efficient state of repair. With regard to the track from Shaukiwan to Cape D'Aguilar, as the com munication with the Lighthouse is carried on by water, and this part of the Island is almost uninhabited any considerable outlay on this track would, I think, under present circumstances be hardly justifiable.
31. The roads and streets in the Kowloon Peninsular have been greatly improved and are now in gond repair throughout. A new. rond called Chater Rand is being formed by heavy eating at the back of the Tsimshatsui Pelice Station. The road from Yaumuri and Tsimsha tsei to Hung Hom which was previously only a track across the sanda, almost impracticable after heavy rain, has been formed along the

33. There has been very little demand for land during the year owing doubtless to the reaction from the over-speculation of 1888-89. of the Rifle Range. 35. The want of a complete survey of the Colony is one of our greatest needs, and it is greatly to be desired that the new survey which has been sanctioned by Government may be commenced forthwith and pushed on as rapidly

17. A contract for this extensive block, of buildings was entered into in November, 1879, and the masonry is now approaching com pletion. It is reported that the Government of the President, has formally demanded that the Governor of the State of L aisiana shall arrest the lynchers of the Sicil ans for trial in the Federal Court. The feeling in New Orleans is that the State must resist any infringement of its sovereign rights. The men who took a leading part in the lynching of the Sicilian prisoners are willing to plead guilty on condition that they receive a nomira sentence. The Italian Minister for Foreign Affairs has promised to make reparation for the murder of Police officer Hennessy, but he requires time in which to den! with the matter.
