I am of opinton that the ship's hold is the truest postilon for this purpose, inasmuch as the duties and expenses which enhance the values of Imports and exports alike are increments which accrue to them as the result of causes affecting them in and for China, and that China has no share in any ulterior increments of valye of her exports, which are taken from her by ves- seis owned by people realdlog outside her bounds.

A few items in sundries attract attention, namely coal; raw colton, dyes, ginseng, window glass, matches, needles, kerosene oil, rice, and sugar. Coal fell off in quantity by 64,000 tons or 17 per cent, and yet more coal was burned in 1890 than in 1885-a fact which may point to the increasing out-put from China's own coal. fields. The foreign raw cotton imported was 36,000 plculs, or 30 per cent, over that of 1889, And yet in China the 1890 harvest of cotton was splendid and the forelga export of it 200,000 plcals less than it had been in 1889, when the harvest was a failure: such facts defy ready comprehension. The quantity of dyes increased by 30 per cunt, ; of ginseng, by 20 per cent.; of window glass, by $8 per cent,,; of matches, by 23 per cent, of needles, by 20 per cent, i and of kerosene oll, by sa per cent., and these increases Indicate the acquisition by the masses of increased taken almost all by the Kwangtung province and through the Kowloon Custards. It speaks marvels for the resources of that province that it can pay out 13 million tatls for food products without any unusual scarcity being heralded abroad or indications of distress being brought to the notice of the outer world. And it is pro bable that had there been a free export of rice from Wahu, Chinklang, and Shanghai in the early part of the year, and is the latter part no need to send large supplies to province of Chibli to combat the distress there brought on by the floods, much of this large payment of the Southern people for foreign rice would have been made to the people of the central provinces for home grown rice. The increase in the foreign sugar import may be illusory work upon sugar which is accounted foreign rather than real, as the refineries in Hongkong
