THE GAMBLING ABORTION.

THE latest published and half-a-dozen times amended Grabling Ordinance is one of the weakest specimens of legislative shreds and patches that has ever been offered to a very wearled and long suffer ing contmunity. We have not been Informed on whose shoulders lies the responsibility for piecing together this hot- potch of legal incongruities and flaming ignorance of the true position and actual requirements of this colony as to preventive. legislation in regard to gambling, but whoever the official may happen to be, we are exceedingly, sorry for the verdancy he displays and respectfully offer Him our heart-felt sympathy. What he knows and what he doesn't know about gambling would doubtless fill a large-sized book; but surely before any man, no matter how technically clever in abstruse questions of Tegal procedura, attempts to make a special law seriously affecting the rights and liberties of an entire community, he ought to possess some actual practical knowledge of what he is trying to accomplish. The gentleman who drafted this Ordinance, and we say it in all seriousness and with due respect, only too evidently knows nothing whatever about the foner circles of social life in Hongkong; he ignores the fair and legitimate privilege of every citizen to a certain amount of license in his personal amusements; he wantonly attacks, every branch and form of sport and pastime that are inseparable from a Briton's life all the world over, by making it a criminal offence to indulge in 'what has ever been held to be an unchallenged right; and winds up by proposing to invade the sanctity of our 'social Institutions on grounds that are alike childish and absurd.." And he is not even 'consistent in the work, he has done so badly.

In the preamble of this precious. Ordl- 'nance we are told that "It is expedient to consolidate and amend the law relating to gambling and common gaming houses and lotteries," and the reason why this is experient is because the wording of a section of Ordinance 13 of 1888 has been considered rather ambiguous and has led to different decisions from the magisterial bench. And that is all. There has been no Increase in common gambling in Hongkong for the past fifteen years outside the mushroom crop of so-called Chinese Clubs which have sprung up in all directions, to whose existence we have so frequently directed the attention of the Government and insisted on the supervision of the Police. but unt!! some actual necessity arises, surely the Europeans in the colony can be left alone to enjoy their social amusements as they please, so long as they neither outrage public morality nor infringe the laws!

We shall return to this subject in our next issue, and deal with section 3 of the proposed Bill, which in it emended form is even a greater menace to the civil rights of the people than was the "driginal draft, It is to be hoped that Governor Das Vœux will see his way to summarily withdraw this most foolish Ordinance, as it can only lead to universal dissatisfaction without serving any useful purpose whatever.
