The famous will case, over which Tao Chang and others have squabbled since the year 1887 with his brother To Lal Tong and others, was gala the subject of a lengthy argument between the learned counsel this morning. Mr. Leach, instructed by Mr. Bowles (of Messrs. Wotton and Deacon's office) appeared for the plaintiffs, and Mr. J. G. Philippo, Instructed by Mr. Mostop, represented the defendant; Capt. Clayson, a mortgagee, and Mr. Bruce Shepherd, the Official Administrator of the estate, which comprises real estate in this Colony valued at about $400,000

Mr. Leach said that the case had been before the Court since 1882, and he now appeared to show cause why the clause in the will, setting apart an eleventh share of the testator's property, which was assigned solely for ancestral worship, should be declared vold. 'Ancestral worship was not a charitable affair in any way, it merely satisfied the consciences of superstitious relatives, and money so assigned was iled up ad infintlum. and became virtually useless to the world at large. On the grounds of public policy several British Judges had decided that moneys so assigned-

Hongkong, April 13th, 1891. St-I have the honour to report that the rapid fall of water in the Tytam and Pokefalam Reservoirs still continues and I calculate that the present rate of consumption the water will last for another rs days.

In view of the present condition of the water supply I recommend for the favourable considera. tion of His Excellency the Governor, that on and after Wednesday next the water will be turned on to the city between the hours of 6 and 10 su, only, fostead of, as at present, the hours of 6 and to a.m, and 6 and 9 pm, and that the alteration be advertised in the local papers.

I am bound to admit that this is a heavy restriction, but a little water is better than no water at all, and I regret to say that in the absence of heavy rains occurring shortly the city at the present rate of consumption must very soon be limited to the quantity of water flowing down the streams.

When the European and American Mails are despatched as the same morning, the throng of people attempting to buy stamps and post letters has necessitated the stationing of an officer to divert the stream of Chinese to the back of the Post Office, where a conster for the sale of stamps has been extemporised. The Internal dimensions of the Post Ofice, which may have sufficed for the necessities of a quarter of a century ago, are now wholly inadequate, as may be seen, by any one who likes to spend an hour contemplating the sorting and disposal of a French Mail.

The number of Dead Letters which have to be opened in the Department to discover the sender is considerable. In many cases there neither an address nor a signature; it then becomes necessary to peruse the body of the communication in search of some indication of the source of the letter. In this way little time la consumed and much that was intended for a private view comes under the official gaze, Where the letters emanate from mercantile houses, their origin can almost always be traced by the presence of initials stamped on the cave lope, and if private individuals would only put, their names on the cover of every letter they | wrote, they would have the satisfaction of receiv.

IL.Negotiations are now in progress with the object of establishing a system of Parcels Fost Insurance between Hongkong and the Valted Kingdom, and of losiituting a direct exchange of Money Orders and closed Parcels between this Colony and the Dominion of Canada. The Insurance scheme is sure to com. mand public favour, whilst the advantages of a direct exchange with Canada by means of the new "Empress" steamers over the devious route vid London are palpable.
