Ching King Sheng said he received instructions from the defendants to deduct the interest from the value of go bags of pepper which were sent to them to sell on account of the defendants, and he also held their promissory notes for the interest in three separate items.
Mr. Gedge contended that as the principal suma, which were three loans of $1000 wach, had been recovered by plaintiffs that Court, and they did not claim interest but merely "the principal, and were, in fact, debarred from claiming more! on thousand dollars in the Summary Court they had practically abandoned their right, if it ever existed, to recover the interest. They could not bring an action in the Summary Court for $1,000 and Interest-the code Holted the amount recovered to $1,000 at the outside. He then referred his lordship to several legal authorities in support of his contention that the plaintiff by their course of action had practically debarred themselves from recovering interest on the loans. contended that the reason why interest was not Mr. Hastings did not call evidence, bat previously claimed was because his clients had slready received it, by deducting the amount from the proceeds of the sale of go bags of pepper consigned to them by the defendants, who now sought to stop the interest altogether. The little that is done is to teach some of the confirmed criminals honest trades. This cannot be done for all ; there is no space for proper workshops. The bulk of the prisoners have to be employed in the monotonous and profitless labour of shot andstone carrying, varied by oakum picking. With such a state of matters would it not appear to be the duty of the colony at least to provide for its prisoners a buildlag fit to preserve the health, decency and morality of the inmates, to save them from the fatal and corrupting (a- fluence of the worst criminals, and to give a reasonable prospect of weaning them from crime and teaching them self-respect and industry.
PRISONIES AND THEIR DISCIPLINE.
During the year there have been 11,756 prison offences to an average of 566, giving a little over zog offences for each prisoner. The great pre- portion of prison offences are committed by short sentence prisoners. Prisoners entitled to earn remission are generally careful to avoid prizon offences. On the last day of the year, of aly prisoners sentenced to 6 months' imprisonment or over, 93 have been clear of punishment for and of these 13 kað been clear for opwards

IN Saturday's Gazette the Acting Harbour master notifies that, as the Provisions of the Merchant Shipping Act, 189c, will take effect in 1.50 this Colony from the 9th June next, shipowners

You inclise to the first plan as most likely to be in harmony with the wishes of the community and I wish I could bring myself to sanction it If only for the reason that the delay has already been so great that any scheme which is likely to be pushed forward, quickly has on that ground much to commend it
The objections, however, to enlarging "the present gaol, to same of which Mr. Brown calls attention, stem on fall consideration to be in superable. The two evils which it is wished to remedy, vin; overcrowding and association,

"The snowstorms have been phenomenally severe in the West of England. The counties of Devon and Cornwall were completely isolated for several days.
The snowfalls have been the heaviest for half century.
Railway and telegraphic communication is nearly everywhere suspended. Trains which left London for the south-west on Monday last are still buried in the snow. The passengers who were rescued from the trains are lodging in adjacent villages. Six train on the Great Westers and London and South Western lines are buried in the snow between Exeter and Plymouth.
A train was buried on Dartmoor for two days. The passengers, who were almost starved to death with hunger and cold were rescued with the greatest difficulty.
