His recommendations have been favourably viewed by the Govern- ment at Peking, and promotion granted to nearly ail those who were recommended. The official of Yun-nan and Kuei-chou are exceedingly numerous, and "poor; few of them make any- thing more than their current expenses, and many do not even make that, therefore promotion I expected, and usually granted in such cases as the present, so as to keep the poor officials in good humour, if not in funds. The unpaid soldiery generally reward themselves by plunder- ing anybody, and looting anything actually removable. The Revs. J. M. Morris aad R. Glover, of the English Baptist Mission, left here by the Hainys They left Tientsin in November last on a tour of inspection to the various mission establishments in Shantung and Shange. These two gentle HONGKONG men, accompanied by the Rer. Timothy Richards, were introduced by Taotai To Feng-lui to Li Hung-chang, as the Viceroy bad expressed a wish to see them. They had a long and interesting interview, and Li Wa very pleased, so much so that be detained them an hour over the fixed ime. His Excellency. also complimented Mr. Richards upon the improvement of the Chinese newspaper Sh Pas, of which he is the editor, and expressed his satisfaction with the interesting articles which appear from time to time in that paper.
