The Pacific Cable Company asks the Govern: ment to give them $3,000,000 to ald in laying cable to Honolulu, a distance of 2,000 miles The other company proposes to build to Shang, hal, 6,500 miles, and asks nothing but the revival of the charter which was granted to it by Con. gress in 1975, and which expired in 1879, nocable having been laid. This old company was formed by Celso Cesar Moreno, and in it were Senator Leland Stanford, J. C. Flood and several other California millionaires. They were promised a subsidy of $1,000.000 by the Hawallan Gover ament as soon as the cable was laid. The capitalists did not see a sufficient and speedy return for their money, so the scheme fell through and the charter lapsed. Mr. Moreno has represented to Congress that the company is ready to go ahead without any subsidy if the

Sir James Fitz-James Stephen, before whom Mrs. Maybrick was tried, has broken down. It bas been evident for some time that his mind was giving way. Even towards his friends he has been markedly morose, but this would not have attracted special attention, as he was never genial man, but in Court, on more than one occasion recently, his behavior has been most disconcerting,
and some of the law points he has laid down have been almost farcical. He has been permitted to go on in this way, sa nobody desired to interfere with a man soʻrade and overe bearing as Stephen. He cannot be forced to resign, nor can be be removed without address to the Crown from Parliament.
The Stevedores' Union, who had issued orders fora general strike to its members, has withdrawn the manifesto-under pressure from the Dockers' Union, who opposed such precipitate action. The London Chamber of Commerce has invited-re- presentatives of the Shipping Federation and the Unionists to a friendly conference.
