We are glad to see that the suggestion thrown out sometime since by the Telegraph. regarding the obvious necessity for the alteration of the conditions of the Honghong Derby, has been followed by the Stewards of the Jockey Club. That body has to-day issued a notice that in future the weights of Derby runners will be according to their inches, and not the standard 101. rolbs. of previous years. This much needed reform will altogether do away with the chances of those elongated tarantulas of the Ardent and Entertainer class and will, of course, bring all ponies on to practically even terms,
and make the race much more Interesting in con- sequence.
Two Chinamen appeared before Mr. A. G. Wisc at the Magistracy this morning, charged with having spatched a bangle from a child, and a pair of earrings from a woman in New Street adduced it was simply a case of 'snatching,' yet the magistrate thought fit to pass a sentence of three months' imprisonment with hard labor, and in addition each prisoner is to receive twelve str. kea with a rattan st the commencement of the term and the same number on leaving the gaol. If this is not wanton cruelty, what is it? It is a well known fact that after having received twelve 'strokes,' a prisoner has to lie on his face for a fortnight to allow the part to heal, yes these men, after having been a gged once and under- going three months' rigorous imprisonment, ara to receive additional punishment, which will cause them to be detained th gaol for virtually another fortnight, or be sent out with their persons lacerated to loal on their friends-f they have any,, or to die in a ditch if they haven't. Truly the bird goddess needs to have her scales adjusted in Hongkong.
TUK Shin-pas vells us that on the 10th day of the 1st moon the Emperer presided at Tre Kuang Ko and entertained the representatives of the tri- butary States. There were present over thirty Mongolian princes, Defleks and dukes, seventeen representatives from Kitsinung four from Watukatu, two envoys, three vice-cavoys and six secretaries from Kores, and over ten members of the aboriginal tribes of Sz chuan. These par- ticipants were ushered in by the Board of Tributary States and the Board of Rites. While the entertainment was going on a review was held of the camp of wrestler, of the camel brigade, and of the creps of "Invincibles," Sword and long pole practice then followed, together with
Tac^a on bamboo borrės and arrow shcoing. Mohamedan tunes were played, and songs sung by a band of Mobo medan soldiers. On platform about three feet square and three foot in height, was placed a pine tree—a symbol of longevity and freshness-leading up to which was a flight of steps. A trained goat was let loose and ascended the steps, walked to the piño tree, knelt down, performed the koutou, and raising Its horned head bellowed three times. Then it retraced its Emperor alter dributing costly gifts setired, and steps and descended the stairs backwards. The the gathering broke up.

1890. That will be a bad thing for all those shareholders who bought their securities at the very high quotation of 140 per cent. It is sald that the bad result is in consequence of low home. word freights, in consequence of the failure in the rice crop of Japan; and it is added that the Board of Directors prefer to set aside the small net profit of the past year, as they do not know yet what result the new Sundaline will be. The pioneer steamer of that line, the Salatiga, which bad to call at Amsterdam, was badly hurt by ice there, and only left Ymulden a few days ago, being detained, therefore, for longer than a month.
A MEETING of members of the Polo Clab was held in the Cricket Pavilion yesterday afternoon, to decide whether the usual Sky meeting under the auspices of the Club should be held or not. It was proposed some time ago that an afternoon's racing might easily be arranged, and that a day in April be fixed for the meeting. It appears, however, that there has been dissention in the camp, for it was stated yesterday that four cups, which had been promised as prizes, were now withdrawn. Whether this was owing to the donors having repented of their generosity, or to tightness of funds was not explained; but as the "pots" given at these little meetings-which have blberto been of a most enjoyable nature-are generally valued at about $30, there seems to be more in this business than has been
explained, and no doubt the usual underground engineering has been resorted to. On the question being put to the vote, it was decided by the narrow majority of two that the meeting be not held.“ Eight voted for, and ten against the proposal,
