Mr. Ryrie I've often know the dect," of which you speak, to be reduced to one small gunboat-and a very poor one at that (laughter), His Excellency (continuing) said he believed Mr. Ryrie was correct, but that it should be remembered the residents of Hongkong were never taked to contribute towards the support of the Navy, which probably-for the fleet out here-cost at least half a million sterling per annum. He felt convinced that 40,000 was not too great demand as military con tribution, and he haped that the unofficial members, after looking the matter straight In the face and after careful consideration, would not put him to the painful necessity of carrying the vote by minking use of his own vote, the casting vote. The unofficials could, as on a previous occasion, agree to the vote and attach to the report a protest which would be forwarded to the Secretary of State. As to the Indigeation amused, he though it was quite unwarranted. There could be no doubt that the Home government intended to sead the troops when sinted so in the despatch. archet. The fourier contains a steady and trustworthy stored force, while the latter allows a fixed amount of action only, each time the electric current passes through the wires. The operator can therefore, calculate with a reason- ahle degree of precision the position and pro- greas of the torpeda when submerged and no lenger traceable by the eye. The special imper- tance of this device of the spring and ratchet is its regulating the steering within a definite and calculable limit, for one of the three mators acts directly upon the vertical rudder. Another motor, of course, la connected with the compress allows a greater or less force to be communicated to the propeller, and hence controls the speed. It can also entirely stop the torpedo, and then set it going. This wire, which regulates the speed, also determines the paying out of the colled cable from the torpedo reel. The remain fog wire will explode the torpedo at the desired moment, and is also connected with apparatus far bringing it to the surface.

THE NEW GAMBLING ORDINANCE. The Attorney-General speke at length upon the subject of the new Gambling Ordinance, and in the course of a very interesting address, which is unavoidably held over until to-morrow, proved that the new Ordinance is not one whit more severe than the present gambling: laws of the United Kingdom.

Possibly, therefore, the disappointments which beve attended so many new torpedo inventions will he experienced by this one. But it is at Icast interesting, as showing the persistent efforts to make torpedoes the formidable weasons which they are evidently capable of becoming, and some of its features may give hints to our own inventors.

ANOTHER DEVICE FOR THE DISTRUCTION OF HOSTILE SHIPS,
The popularity of the well-known Whitehead torpedo in England, says the N. Y. Sun, was threatened some time ago by the success which Aliended the invention of Mr. Brennan, a young Australian. Experiments conducted at Sheer pers chowed that this new weapon had a very high speed, could be steered with a high degree of accuracy through a considerable distance, and could carry a very large explosive charge, One of its characteristic features was fis being propelled by connection with a steam englas stationed
d on the shore. Within the torpedo were two coils of wire, wound on spindles, each opera ting upon the shafting of the screw propeller which drove the torpedo forward. The ends of these wires were made fast to drums on the shore engine, so that the winding up of the wires ou the latter correspondingly unwound them on the torpedo reels and set the screws revolving, so the torpedo ahead. The steering was affected by hauling harder on one or other of the wires,
