PUBLIC LATRINIS,

A letter from Mesus, Caldwell and Wilkinson, objecting on behalf of certain property owners to the erection of a latrine, was considered. It had been circulated amongst members and minutes had been made on it.” Mr. Ede's minute asked It a licence had been granted by the Board for the latrine, was the place a fi one, and was n Intrine' required in the neighbourhood? Dr. Cantlie was of opinion that no intrines should be erected or conducted by any private person: Government alone should deal with 'such a -marter:-The Registrar-General-agreed with Dr. Candle and aid à petition on the subject bad been rent in to him. Considerable discussion took place on the subject.

The Registray-General sald if the law did not give the Board power over such places the sooner they got such power the better. Although ■ latrine might not be kept in such a state as to hecame a nuisance in a legil sense, yet in cer- tain situations it won'd necess:rily be a nuisance in fact. A man might, for instance, erect a row of latrines be the site of the Hongkong Hotel or opposite the City Hall or any other public build. ing.

The Colonial Surgeon said there was this difference, that the Government would act in the public interest and not for private interests, His experience had been that privile latrines were never properly kent, and on that ground alone he would disapprove of them.

The Chairman remarked that the origin of the whole matter was that for many years there and heen a vote on the estimates for erecting latrines, but nothing appeared to have been done in that direction. The matter was then mised In the Sanitary Board as to the system which should be adosted: a committee was appointed, which reported fully on the subject, and that report had been forwarded the Government.
