THE REĴUCTION OF POSTAL RATES. Upon the subject of the proposed reduc tion of rates of postage to and from Europe. the Acting Colonial Secretary asked the Council to arrive at a d cision in order that the Govern ment could telegraph a reply to the Secretary of State's cablegram of the rith instant.
After considerable discussion Mr. J. J. Keswick proposed, and Mr. C. P. Chater seconded, thit the rate of postage between Hongkong af "Postal Union Countries" be reduced from len to seven cents for every ball- ounce le'ter.
Carried unanimously.

THE INCREASED MILITARY", CONTRIBUTION.
The following despatches respecting the increased milkary contribution in Hongkong were laid on the table at the Council meeting yesterday afternoon :-

My Lord, I have the honour to acknowledge the receipt of your lordship's despatch, No, 148, of the 25th of July, transmitting to me correspondence which has passed between the Colonial Office and the War Department on the Bubject of theincreased military contribution by
this colony.

I notice with pleasure the concluding paragraph of Mr. Wingfield's letter to the War Office of the 23rd of May, in which he states that your Lordship desired him to add that the Liberal manner in which the unofficial members of the legislature met the demands of the Imperial Government enabled a constitutional. crisis to be avoided, and that it would be politic,

sion which it might be possible to meet their I entirely agree with your Lordship that it would have been politic in the circumstances had the War Office given some consideration to your Lordship's very reasonable suggestion. But far from doing this they seem to take advantage of the Council's liberality by having recoorea to a different line of argument to that conveyed at their dictation in your lordship's despatch. That despitch, as does the letter from the War Office of the 24th of July, unquestionably refers to what the garrison is "Hongkong was ta 1863; to the amount of contribution then paid and to the revenue of the colony in that year, and it then goes on to compare the state of things at that period with what exists' at present,
But the real purport of that depatch was to make a demand for a further contribution on the ground that circumstances rendered it necessary to increase the garrison here.
This is clearly shown in the first paragraph where your Lordship addresses me on the sub- ject of the additonal garrison required "by the fortifications recently erected at Hongkong and their armament."
Again in paragraph 7 your Lordship aaya- "The cost of this garrison (fe, the future gar- rison) will be about £185,000 a' year and will conséquently be nearly, three times as great as was the expense of the garrison in 1863 when the colonial contribution was fixed,
In paragraph, 19, your Lordship remarks "that the 10,000 which the colony will pay in each of the next three years is only one-seventh of the cost of the garrison, while the remaining six seventhe £240,000, will still be borne by the mother country."
Could anything be plainer, more articularly from this list mentioned paragraph, than that the Impard Government intimated that they intended during these three years' to expend £280,000 per annum on an increased garrison out of which they requested the colony to com- tribute £40,000!

LAST NIGHT'S FIRE.
About six o'clock last alghs, when the fire arm was sounded It was found that a fir was raging in the back past of the Sei Taishap, burning down part of the Sel Tai store the flames consumed No. 39. Stanley Street. The Fire Brigade under the command of Superintendent Wodehouse and Assistant Supt. Horspoel, was soon on the spot and after baffling hard wib the flames for fully two hours succeeded in getting the fire well under control by 9 o'clock. The See Tai shop was insured on two policies of $10,000 and $5,000 in the Northern Irurance Con for which Messts, Hewett Co, are the gate, the latter policy Saving been renewed only a few days ago, while the former policy.

[The Tokio Maru, a sleamer well known here, ind sister ship to the Yokohama Mary, must
have been returning from Hakodate to Yoko hama, Mela Lodge, on which she had the mis- fortune to strike, is a reel of rocks eff Mela Head, at the southern extremity of the province of Awa, at the south-eastern corner of the island of Nippon: It is about 35 miles from Yok hama. There is light-house close by on No Shima Saki.-ED.].

She has not broken, up yet apparently, and as she has survived at least one gale, there are hopes that she will eventually be got off, as she is a very strongly hullt sbip. It is difficult to believe that she can be on Mela Ledge, or she would have broken up long ago. It is reasonable to suppose that there has been no loss of life.
The Mercury commenting on the above, lo its issue of the rith instant, says :-
Beyond the telegram to our morning contem- norary respecting the unfortunate disaster to the Tokio Mars, no further information on the subject is at hand. The presumption of Mr. Graham, the Company's Agent hers, is that the s'esmer was on her way from Hakodate to Yokohama. The rock upon which she struck is situated, at the south-eastern extremity of Awa province, in the island of Nippon, and about 38 miles from Yokohama. There is a lighthouse quite close to those point, on No Shima Saki, which fict will make it awkward for poor Capt. Drummond, who is one of the oldest captains in the company's service, baving a record of 25 years as captain without an accident of any ind. No mention being made of passengers, is to be inferred that they are safe. The Tokie is a sister ship of the YoAphama Mary, and very popular here.
